3 POLICY & PLANNING (PP) DIVISION:
National Water Policy (2012) First National Water Policy was adopted in 1987 and then revised in 2002. MoWR undertook extensive review through comprehensive consultation process and prepared draft National Water Policy (2012) Adopted by National Water Resources Council headed by Prime Minister on National Water Policy (2012) released during India Water Week in April 2013 and circulated to all States and UT’s A committee under chairmanship of Dr. S.R. Hashim has submitted a road map for implementation of National Water Policy (2012) and circulated to all States and UT’s.

4 National Water Framework Law
An umbrella statement of general principles governing the exercise of legislative and/or executive (or devolved) powers by the Centre, the States and the local governing bodies emerged. It would lead the way for essential legislation on water governance in every State of the Union and devolution of necessary authority to the lower tiers of government to deal with the local water situation. The Drafting Committee headed by Dr. Y.K. Alagh has submitted its report containing Draft National Water Framework Bill, which has been circulated for comments.

5 Draft River Basin Management Bill
River Boards Act, 1956 was enacted under entry 56 of List I of Seventh Schedule, but remained inoperative. A Committee headed by Justice (Retd.) T.S. Deobia was constituted to review the provisions of River Boards Act, 1956 The Committee felt the need of a new legislation and submitted a report containing Draft River Basin Management Bill, which has been circulated for comments It provides for the establishment of River Basin Authority with two tier structure, i.e., Governing Council and Executive Board, for the regulation and development of Inter-State Rivers and River Basins

6 Draft Policy Guidelines for Sharing / Distribution of Water amongst States
During National Water Resources Council meeting held on 28th December, 2012, Hon’ble Minister (WR) announced that a draft National Policy Guidelines for allocation of water amongst States would be brought before the next meeting of the Council incorporating suggestions made by the various States. The draft Guidelines outlines different approaches towards sharing and allocation of water amongst States and presents a basis for equitable allocation considering their contribution, reasonable demand, utilization potential, available alternatives, inter-State agreements/Tribunal awards, etc.

7 National Forum of Water Resources and Irrigation Ministers of States
During 14th National Conference of Water Resources and Irrigation Ministers held on 3rd October, 2012, a National Forum of Water Resources and Irrigation Ministers of States was agreed upon. The National Forum has been constituted with 12 members on 14th December, 2012 as a permanent forum with the provision that half of its Members would retire after every two years and would be replaced by the Ministers from States/Union Territories from similar regions in the country. The Minister for Water resources of Rajasthan nominated as its Chairman. Additional Secretary (WR) is its Secretary. The National Forum had its first meeting on 29th May, 2013, wherein, Draft National Water Framework Bill, Draft River Basin Management Bill and Draft National Policy Guidelines for allocation of Water amongst States were circulated.

8 Evolution of a Framework for Water Sector Reforms
National Water Policy (2012) and Twelfth Five Year Plan Document proposes incentivizing States to undertake reforms in water resources sector Proposed to set up Irrigation Management Fund with an outlay of Rs crore during XII five Year Plan MoWR awarded a Consultancy Work to M/s Administrative Staff College of India, Hyderabad in Sept., 2012 M/S ASCI could not complete the job, so notice for termination of MoU and encashment of Bank Guarantee has been issued.

9 BASIN MANAGEMENT (BM) DIVISION:
Dam Safety Bill 2015 (Dam Safety Bill 2010, Draft Legislation modified as per recommendations of Permanent Standing Committee lapsed due to dissolution of Parliament. Process for introduction of Dam Safety bill 2015 afresh is on. Currently file is with MoL&J for their advise to introduce the bill in Entry 56 or Entry 97 of List –I of Constitution of India instead of Article 252 ) Interstate River Water Disputes Act, 1956 (Proposed to be amended to make Standing Tribunal with benches, age restriction of 70 years for Judges, setting up of an agency to maintain water related data). Currently the Draft Amendment Bill is in MoL&J for the approval of Hon’ble Minister of Law.

10 BASIN MANAGEMENT (BM) DIVISION:
Interlinking of Rivers : Special Committee for ILR constituted under Hon’ble Minister. The Task Force on ILR and four other sub-committees also constituted under it in order to help the Special Committee to address the various issues concerning the Inter-Linking of River Programme Administration of UP, MP and Bihar Reorganization Act, (Ganga Management Board proposed) Existing Water Disputes Tribunals (five number) constituted under the Act.
