Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C Work planned for May 1-5 What is ahead for the program? Update us on the progress of the natural gas main replacements. The schedule this week calls for concrete repairs and site restoration work in the South Palafox sector; installation of services in the Downtown-West sector; and, pipe replacement work about to begin in the North Highlands Phase IV sector. Raw Construction Co., a contractor for Pensacola Energy, is replacing approximately 46-miles of antiquated cast-iron gas mains with new medium-density polyethylene pipe. The new pipe increases safety, reduces life-cycle maintenance costs, and improves system performance and reliability. By the middle of May, Pensacola Energy plans to have work underway in four sectors simultaneously. This will include two sectors in the downtown area, and two sectors in the East Hill section of the city. The program will continue with construction underway in four sectors simultaneously until the current phase of the cast-iron gas main replacement work concludes in mid-2018. At present, work on the natural gas distribution system improvements is proceeding a bit ahead of schedule. Installation of the new natural gas lines is complete in the South Palafox sector (refer to the map in Section 5 of this presentation). Remaining construction activities in this sector include curb and sidewalk repairs, and site restoration. Work in the Downtown-West sector is about 75 percent complete. Date: 05/01/2017

Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C What is the magnitude of this current phase? Natural gas service will be temporarily suspended, customers will be connected to the new system, and service will then be re-established. Pensacola Energy personnel will assist customers in re-establishing service, re-igniting pilot lights, etc. Customers will be afforded the opportunity to schedule this service at a convenient time, day or night. For commercial customers, every effort will be made to connect to the new system in a manner that limits impact on business operations. It is a $15 million program that includes replacement of about 50 percent (46-miles) of the city’s remaining cast-iron gas mains. Replacement of the remaining 50 percent of the cast-iron gas mains is currently in the planning phase. If customers have questions, who should they call? They may call Pensacola Energy, (850) The other half of the bond-funded construction program involves resurfacing city streets. Could you update us on those efforts? Have any customers been connected to the new system? Construction teams are working on a multi-year effort to mill and resurface approximately 1800 blocks (119-miles) of city streets. None of the streets in the program have been resurfaced in at least a decade. Not yet. Pensacola The installation of service will be performed by Pensacola Energy personnel. This will begin soon in the sectors where the new gas mains have been installed. What does this entail? Work currently under contract addresses about 700 of those total blocks. The remaining streets will be resurfaced in future phases that are not yet under contract. Date: 05/01/2017

Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C Where is work focused? All planned work is dependent on weather, and may be re-scheduled in the event of inclement weather. Currently the focus of the resurfacing program is in the western section of the city, and the downtown area. Next week, the plan includes milling and resurfacing work on the following street segments. So, the work hasn’t reached “downtown proper” yet? No, it hasn’t, but it will reach downtown streets like Government, Palafox and others in the coming weeks. Plans are for some of the busiest downtown streets to be milled and resurfaced on nights when traffic demand is lowest. East Chase Street, between North Alcaniz Street and the I-110 merge. East Romana Street, between South Tarragona and Cevallos Streets. Manresa Street, between East Garden and East Romana Streets. South Alcaniz Street, between East Garden and Romana Streets; and, Intendencia and East Main Streets. Emphasis will also be placed on not conflicting with the numerous special events that occur in Downtown Pensacola. South Pace Boulevard, from Barrancas Street to the dead end. North N Street, from East Gregory to West Garden Street. South H Street, from Barrancas Street to West Government Street. South C Street, from West Government Street to West Gimble Street. South L Street, from Garden Street to Romana Street. South D Street, from West Government Street to West Main Street. North H Street, from West Garden Street to the dead end. Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C What are the benefits of street resurfacing? How are citizens being notified of street resurfacing and natural gas distribution system improvement work? The benefits of a well-maintained system of streets and roadways include: Letters are being sent to property owners before work begins in an area. Then, hours before work begins on specific streets, construction personnel go door-to-door to distribute reminders. Enhanced safety. Better drainage. Smoother rides. When the reminder is received, it is important to remove vehicles parked on the street or the city-owned right-of-way so the work can progress. Less wear-and-tear on vehicles (front end alignments, tires, chipped windshields, etc.). Aesthetic improvements for our residential and commercial districts. Cars that aren’t moved must be towed. How many vehicles has the city towed since the resurfacing program began in February 2017? There’s an adage that “good roads cost money, but bad roads cost even more money.” That’s certainly true when you tally the costs associated with traffic crashes, vehicle repairs, lost time, storm water run-off, and lower property values that accompany poorly maintained streets and roadways. The city is actively reaching out to, and communicating with residents and property owners to let them know when work is planned for their street. So far, we’ve had to tow zero cars. That indicates the word is getting out. The city appreciates the cooperation of the citizens. Date: 05/01/2017

These activities are being coordinated so that the boring and digging for the new gas mains are done first, then followed by the street milling and resurfacing. One primary reason for approaching this work as a single effort was to facilitate coordination between the digging and boring needed to install the new natural gas mains and the street resurfacing work. Some of the pipes that distribute natural gas have been in the ground for more than a century. The current program is replacing about 50 percent of these antiquated pipes with new, medium-density polyethylene piping. Plans are also being developed to replace the remaining 50 percent in a future phase of the program. This week construction crews will be completing work in the South Palafox sector before moving to the North Highland Phase IV sector.
