4 PASCAL REPORT- JUNE 2009 IMPLEMENTATION PLAN FOR 2007 LIBERAL CAMPAIGN PROMISE TO INTRODUCE OF PROVINCE-WIDE FULL DAY KINDERGARTEN.

7 KEY RECOMMENDATIONS 1.Universal program for 4 and 5 year-olds, operated by school boards. 2. Parental option of Extended Day program (before & after school), at schools. 3. Parental option for Extended Day program for 6-8 year-olds and after school for ages 9-12. 4. Integrate existing multitude of children’s programs for ages up to 4 into “Best Start Child and Family Centres. Operated by municipalities. 5. Parental leave to 400 days (incl. adoption). 6. Ministry of Education to manage these programs.

8 IMPLEMENTATION STAGES
STAGE 1 – Pascal report – key design features recommended and created awareness and supportive coalition. STAGE 2 – Government Response – approval of elements Government would implement, associated costs, role of school boards and detailed implementation requirements. STAGE 3 – Implementation Planning and Start-up.

9 OCTOBER 27/09 ANNOUNCMENT 5 Year Implementation beginning with 35,000 students in 800 schools starting Sept Classroom model – 26 students with teacher and ECE. School Boards offer Extended day program. New Play-based curriculum. Funding of $200M in Year 1, rising to $1B. Also $1.4B for 4000 new classrooms.

11 IMPLEMENTATION CHALLENGES
10 Months till start-up. Create implementation team. Deliver through 72 school boards. With school boards determine which schools had space, where new classrooms needed to be built, hiring plan for ECE’s, job descriptions and pay levels for ECE’s. How will Extended program work and costs and fees.

12 MORE CHALLENGES Develop New Play-based Curriculum.
Teacher and ECE training on new curriculum. Write and pass legislation to make FDK mandatory for boards to deliver. Develop evaluation framework. Keep stakeholders involved and informed through the process.

13 IMPLEMENTATION APPROACH
Dedicated team lead by ADM. Governance – existing Ministry Hierarchy. Whole of Ministry effort. Lots of consultation and input from stakeholders and partners. Work plans and interdependencies. Communications plan.

19 WHAT NEEDED IMPROVEMENT
Knowledge of and partnership with Child Care Sector Partnerships with sister ministries was not strong enough – particularly Ministry of Children and Youth Services. Use of work planning tools and training on them came late.
