2 Experience in Conformity Assessment of Products and Services  for Russian NPPs and Overseas Nuclear Power Plant New Builds Since 2007 there has been NP-071 standard, a document of Rostekhnadzor (the regulatory body of Russia), in Russia which determines the need for conformity assessment of equipment and services. The document defines four forms of conformity assessment: - Testing - Acceptance of equipment - Certification - State supervision The requirements of this document apply to equipment and its components related to safety classes 1, 2 and 3 (systems and equipment important for safety)

3 On the basis of this document, the Russian Utility (Rosenergoatom) developed a document, RD EO , that clarified the specific features of these forms of conformity assessment, participants, scopes of application, deliverable documents, etc. Both Russian and foreign enterprises had these documents in place as a guidance for conformity assessment during development (design) and manufacture of equipment for Russian nuclear power plants. The requirements set forth in these documents were also applied for comformity assessment of equipment for foreign nuclear power plants (Belarus, China, India).

5 1. Conformity assessment in the form of tests
Basically, this form of conformity assessment is used in the development and testing of new equipment, since main characteristics of serial or well-known equipment have already been defined or confirmed. At this stage, full scale tests are carried out, including tests for reliability, operability, and taking into account environmental conditions, operating temperatures, pressure, etc. Requirements for test procedure are set in Russian GOST and other Russian standards. In the absence of necessary requirements, a test program is developed, agreed with the design organizations and approved by the Customer.

6 The result of this form of conformity assessment is the approval or confirmation of the equipment technical requirements (specifications) In accordance with the Russian standard (GOST ), tests are conducted with the participation of the Customer, the project organization and contractor. If it is necessary, the Customer may assign an authorized organization to take part in the tests.

7 2. Conformity assessment in the form of acceptance
Basically, this form of conformity assessment is used in the manufacture of serial equipment and equipment with design, technological and operational experience (reference equipment). The main document confirming the fulfillment by the manufacturer of safety and design requirements is the Quality Plan (in our case, the Inspection and Testing Plan). The tests that are carried out by the manufacture of this equipment, as a rule, are standard and described in the relevant documents. Acceptance of equipment is carried out by an authorized organization, if necessary with the participation of the contractor and the customer.

Practice in Russia Analogue for the Hanhikivi NPP Project Supplier evaluation and selection (before start of manufacture) - Licensing of a supplier by ROSTEKHNADZOR (conducting inspections) - Conducting competitive procurement (tendering) procedure - Conducting audits for supply chain - Approval of the main suppliers by the Customer or STUK

9 Requirements for Content of Quality Plan (Inspection and Testing Plan)
Start of manufacture (Quality plan) Carried out by an authorized organization, participation of the customer and the contractor is possible Start of manufacture (Inspection and Testing Plan)  1. Readiness of an enterprise to start manufacture + evaluation of design documents: - availability of QAP - Personnel qualification control - Inspection of materials and equipment Approval of design documents, etc. (for long-lead items, a step-by-step evaluation is possible) 1. Qualification Plan + Construction Plan (Evaluated and approved by the customer)

2. Participation in process supervision: Assembly before welding Welding Heat treatment Destructive testing Non-destructive testing Testing (Should be described and made typical, if possible) 3. Final inspection: - Documentation (records) - Visual inspection - Packaging (without transportation) (Should be described and clarified)

11 3. Conformity assessment in the form of certification
Conformity assessment is carried out under a separate law and procedures. 4. Receiving Inspection Receiving inspection is conducted to verify the completeness of the equipment and the documentation at the site. - electronic control of documentation - transportation of equipment - Visual inspection and testing of equipment (if necessary) Receiving inspection procedure is defined in the Utility’s documents.
