3 Celebration Well done! The latest figures show a brilliant 84% codes validated successfully. This puts Southend 9th and in the top 6% nationally. Very well done to our providers and EY team for getting 568 eligibility codes validated.

4 Re-confirming 30 hour eligibility codes
To be able to access 30 hours free childcare in Spring 2018 parents must have applied by 31 December 2017 If parents miss this deadline, they will not be able to use the extra funded hours until 1 April 2018 (they will still be able to use the universal 15 hours) Christmas break will impact on the length of time it will take to process applications. Not all parents can get a code straight away – HMRC sometimes needs more information to check whether a parent is eligible. 

5 30 hours free childcare eligibility:
Parents must confirm eligibility for 30 hours free childcare by 31 December 2017 to be able to claim a free place in the Spring Term 2018 By 31 March 2018 to be able to claim a free place in the Summer funding period 2018

6 Admission Policies Guidance to support providers to produce clear admissions policies (including accessibility, inclusion and equal opportunities) Does your admissions policy also Include clear statements about e.g.: Holidays and attendance (for funded places) Provision, opening hours, delivery (opening hours are in line with Statutory guidance) Costs and additional services (including procedures for responding to parents who are unable/unwilling to pay the additional charges?) 7 Provider Handbook Late Starter Claims:
To avoid cases of double funding claims, from Spring 2018 parents will be required to confirm that their child has not attended another provider prior to starting at your setting.(See page 28 of Provider Handbook for details). Payments for late starter claims made in window 1 will be paid two weeks after the final headcount payments. Payment History Report: SBC must be notified about any discrepancies within 2 weeks of receiving the payment history report. After this time SBC will not be able to investigate or make payments for retrospective claims. See page 26 of Provider handbook for details)

8 Parent Declaration Form
Your feedback matters! New for Spring 2018 Parent Declaration form is: Shorter: Separate form for 2 year olds and 3 & 4 year olds saves printing costs for providers Easier for parents to understand and complete. It is vital that the form is completed in full, signed by the parent and provider and retained New version will be available to download from SLN from 1 December The old version of the form can be used if parents have already completed for Spring 2018.

9 Parent Declaration Form
All providers must complete a Parent/Carer Declaration form with all parents/carers Provider to sign and date Parent to sign and date Provider name is completed Maximum weekly hours for Universal funding = 15 Maximum weekly hours for Extended funding = 15 Eligibility confirmed – BEFORE CHILD STARTS TASK

10 Clear and transparent invoices and receipts
Are your invoices clear, transparent and itemised? Are parents able to see that they have received their child’s free entitlement completely free of charge? Do your invoices allow parents to understand fees paid for additional hours or services?

11 Procedure for claiming EYPP LAC/adoption/special guardianship order/child arrangement order
Data Team will contact provider for child details Child details will be validated by SBC EYPP payment will be processed Provider will receive notification of EYPP LAC Children by secure Early Years Pupil Premium is paid for the first 15 free hours (Universal) Funding claims and will be paid at 53p per hour pro-rata.

12 Key eligibility and headcount dates
Spring 2018 Headcount and Annual Census Summer 2018 Headcount Deadline for parents to complete 30 hours eligibility checks to claim for this term 31/12/17 31/03/18 Estimate forms sent out by 28/11/2017 12/03/2018 Estimate (Interim) Payments Normally paid during the first 10 days of the funding period (term).    Headcount date 18/01/2018 26/04/2018 Headcount payment (week beginning) 25/06/2018 Before including a new 3 or 4 year old claiming 30 hours funding on the estimate claim providers must ensure that the Child is eligible

13 Provider Portal - Training
All fields are required to be filled out that are applicable Failure to complete fields may results in a nil submission Example below returned nil due to no hours in highlighted column Live system end of August: Providers can contact early years team to check eligibility codes until system goes live

14 2 Year Old Funding The latest figures show 73% take up of 2 year funded places There are a few things you can check: Is the NI number correct? Check that the correct national insurance number has been entered onto the Provider Portal. This is a key part of the application so 1 incorrect digit will return a not eligible outcome. Is the parent living with a partner/spouse: Try an economic claim on the Provider Portal using the partner’s name, NI number and date of birth. Check spellings Is the parent able to provide evidence that they meet the eligibility criteria? Make a non-economic application on the Provider Portal and attach a copy of evidence. Parent shows as not eligible when an application for 2 Year Old Funding is made on the Provider Portal. Universal credit rollout may affect 2 Year old checks 1 in 3 parents who show as not eligible are eligible on a re-check

15 Communication with parents
DfE has produced a new parent communications toolkit, to provide further information to parents about 30 hours and Tax-Free Childcare. The toolkit includes materials such as: Customer journey infographics for both 30 hours and Tax-Free Childcare ‘Top things parents and providers should know’ Q&A A factsheet for parents on how they can use their 30 hours’ entitlement Pre-drafted s to parents to inform them of the application deadline and reconfirmations A glossary for parents and providers to help explain key words associated with 30 hours and Tax-Free Childcare To view toolkit visit:

17 Tax free childcare www.gov.uk/childcare-calculator
Tax free childcare has now started to roll out to parents.  Many providers in Southend have already signed up Don’t miss out if you haven’t signed up yet. Parents can use the Childcare Calculator to work out if they will be better off with Tax-Free Childcare/Tax credits or Universal Credit child vouchers

18 Disability Access Funding (DAF)
If you provide places for any 3 or 4 year olds who receive disability living allowance (DAF), you can apply to receive Disability Access Funding, which is £615 per child per year. How to claim DAF Funding Parent: Complete parent declaration form and provide copy of Disability living Allowance claim award letter. 2. Provider: to request DAF application form 3. Provider: complete application form and return along with copy of DLA evidence and an invoice to SBC for £615 4. SBC: Process application and pay.

19 Invoices – what they must include
a unique identification number your company name, address and contact information the company name and address of the customer you’re invoicing a clear description of what you’re charging for the date the goods or service were provided (supply date) the date of the invoice the amount(s) being charged VAT amount if applicable the total amount owed

20 Jobs in Early Years New Southend Learning Network page dedicated to Jobs in Early Years To advertise early years vacancies complete the guidance form on the jobs in early years page return form to: (attach a copy of job description) If there is no closing date the advert will be removed after 1 month

21 Ofsted are now inspecting in Southend – settings and childminders
They will talk to all staff not just managers: so as a manager make sure all staff are fully up to date and aware of their roles and responsibilities. Ofsted’s focus is the tracking of children’s progress: from their starting points on entry, individual tracking and cohort/group tracking, British Values, how you are using EYPP to meet children’s outcomes, extending children’s learning and development. Safeguarding is always high on the agenda: they will ask staff about reporting any concerns, how they do it and who to. Ofsted have said that a lot of staff are unaware of the Local Authority Designated Officer (LADO) and her role – this is worrying to Ofsted. All information, including up to date safeguarding information is posted on the SLN Early Years Resource Page, it’s up to you to check frequently.

LSCB Section 11 audit is due back tomorrow 30 November 2018 a completed audit would support you in an Ofsted inspection.
