Entry Plan Chief Operating Officer
PURPOSE The purpose of this entry plan is to establish set activities that will guide Dr. Kevin J. Eberle’s transition into the role of Chief Operating Officer (COO) and lay the foundation for the development of a Systemic Plan that will ensure all Buffalo Public School students receive the academic and nonacademic supports needed to graduate from high school prepared for college and/or career success. The activities outlined in this document are designed to enable the new COO to explore and support Department Heads, in order to ensure compliance, safety, efficiency, quality of work and fiscal responsibility. ENTRY PLAN OBJECTIVE The overall objective of this entry plan is to develop a working knowledge of the systems, structures, resources, policies, and procedures needed to establish a comprehensive Support Plan that will ensure that all Buffalo Public School students receive the academic and nonacademic supports needed to graduate from high school prepared for college and/or career success. Analyzing structural efficiencies and deficiencies within Plant Services, Child Nutrition Services (Food Services), Transportation, Service Center operations, Facilities, and District Security, Safety & Prevention is essential for providing effective support to all stakeholders throughout the district. ENTRY PLAN ACTIVITIES Activities in this entry plan are designed to enable the new Chief Operating Officer to achieve long-term objectives. This will be accomplished through; Building relationships in every department; Review past and current operational procedures in each department, and Introduce new procedures to address deficiencies within focused departments. ACTIVITY #1: Building Relationships in each Department Involved Stakeholders Goal Meet with Department Heads, and support personnel in Transportation. Director and Assistant Director for Transportation Bus Aide Team Leaders Clerical, Routers First Student Leadership Develop an open, transparent relationship with all department leaders and begin communications to assess attributes and impediments to improve service within the department. Meet with Department Heads, and support personnel in Safety and Security. Chief of Schools (Buffalo Police Department) Director for Safety and Security Buffalo Schools Security Officers Buffalo Police and Fire Commissioners Establish a support team to develop the most effective and efficient Emergency Situation and Safe Schools Plan that will prepare all stakeholders for any emergency situation. Meet with Department Heads, and support personnel in Food Service. Director for Child Nutrition Services (Food Service) All personnel at Commissary All Cafeteria Managers Develop working knowledge of Food Service delivery and procedures to bring the best program to each school. Meet with Department Heads, and support personnel in Plant Services. Executive Director for Plant Services All personnel in Plant Services Architects, Engineers, Tradesmen, Custodial Chief Technology Officer/ IT personnel Establish policies and procedures with all personnel to address a Corrective Action Plan written to adjust service to the schools. Meet with Department Heads, and support personnel in Service Center. All personnel in Service Center Supply Supervisor, Supply team, Drivers Laborers Establish systemic thinking to supply and service all schools by developing a shared vision to deliver supplies to schools in an efficient man

ACTIVITY #2: Review past and current operational and staffing procedures in each department Involved Stakeholders Goal Review all operational procedures and daily routines in Transportation Department. Director and Assistant Director for Transportation Bus Aide Team Leaders Clerical, Routers First Student Leadership Collaboratively assess current procedures and routines with all stakeholders to develop systemic vision throughout the transportation department. Continually assess the economic impact to the overall budget and reevaluate services rendered. daily routines in Safety and Security. Chief of Schools (Buffalo Police Department) Director for Safety and Security Buffalo Schools Security Officers Buffalo Police and Fire Commissioners Evaluate and adjust current safety measures for all students and employees in all BPS buildings. Support all building leaders with safety concerns and focus efforts on citywide response to critical situations. daily routines in Food Service. Director for Child Nutrition Services (Food Service) All personnel at Commissary All Cafeteria Managers Support Food service with any necessary resources and monitor service to schools. daily routines in Plant Services. Executive Director for Plant Services All personnel in Plant Services Architects, Engineers, Tradesmen, Custodial Tradesmen Chief of Technology/ IT personnel Support, supervise and adjust plant services throughout the district. Procedures will be aligned with district budgetary goals and long term financial budget planning in collaboration with the Chief Financial Officer and Purchase, daily routines in Service Center. All personnel in Service Center Supply Supervisor, Supply team, Drivers Laborers Restructure Service Center for efficient and effective servicing to all school buildings. Evaluate Supply and Inventory to determine what areas of concern must be addressed.

ACTIVITY #3: Introduce new procedures to address deficiencies within focused departments Involved Stakeholders Goal Transportation Department Director and Assistant Director of Transportation Area Supervisor (First Student Transportation) Team Leaders Create plan to address School Bus Aide shortages and procedures to address safety issues on certain buses. Develop a deeper understanding about First Student procedures and how to bring contractual accountability into focus in order for all buses to be supported by the appropriate staffing. Continue to focus on safety and weather emergency procedures . Safety and Security Department Chief of Schools (Buffalo Police Department Director of Security Security Officers Buffalo Police and Fire Commissioners Develop policies and procedures beyond Buffalo Public Schools current procedures to address Critical Situations involving Buffalo Public School students, employees and situations in buildings. Service Center and Plant Services Executive Director of Plant Services Monitor, adjust and develop policies to address procedural deficiencies within the Service Center and Plant Services Departments. Develop communications between budget, purchase and Plant to coordinate procedures to deliver effective service to all buildings

HIGH-LEVEL PROGRAM OF WORK DESCRIPTIONS Area of Responsibility Brief Description Long-Term Objectives Plant Services Child Nutrition Services (Food Services) Transportation Service Center operations Facilities District Security, Safety & Prevention As Chief Operating Officer for the Buffalo Public School District, I believe it is necessary to observe, monitor and adjust all operations to effectively benefit student outcomes. In order to assists schools with these outcomes, we must create a team approach to address district transportation, security, safety and prevention, along with plant operations, child nutrition, maintaining district facilities and reassessing service center operation. Assessing attributes with every department will be the foundation and building blocks for the future. Human capacity will be assessed and used as a starting point. Long Term Objectives for the Chief Operating Officer will include developing capacity throughout the system with personnel who can step up and add critical input for systemic change to every department in need of change. Safety is paramount to the security of our students and employees. Continual monitoring and adjusting to our emergency procedures will be in place throughout the school year. Continual dialogue will be present with addressing staffing concerns in Transportation. Work orders and accountability for all tradesmen on site or at the Service Center will be monitored for efficiency. Food Service personnel will continue to research and develop new and innovating menus for the food managers to introduce to our students. Building engineers will continue to provide professional service to our buildings and our Plant Service will continue to maintain current facilities.
