4 Introduction - 1 IAEA Safety Report Series No. 69 “Management System Standards: Comparison between IAEA GS-R-3 and ISO 9001:2008” compares the requirements of: IAEA Safety Standards Series No. GS-R-3 “The Management System for Facilities and Activities” and ISO 9001:2008 “Quality Management System – Requirements”. IAEA Safety Report Series No. 69 “Management System Standards: Comparison between IAEA GS-R-3 and ISO 9001:2008” contains two tables: In table 1 the IAEA GS-R-3 requirements that are not contained in ISO 9001:2008 are defined and In table 2 the ISO 9001:2008 requirements that are not contained in IAEA GS-R-3 are defined. Both standards are based on common management principles namely: Customer focus; Leadership; Involvement of people; Process approach; Systematic approach to the management; Factual approach to decision making; Mutually beneficial supplier relationship. IAEA Training Course on IMS Module 2

8 GSR Part 2 vs. ISO 9001 - Main Similarities-2
Both standards: Require management documentation but with difference in detailed requirements; Make reference to stakeholders although with differences in scope; Require employees to have the level of competence required to do assigned work; Require the provision of training to achieve the required level of competence; Do not allow the exclusion of requirements; Do not any more specify the processes or procedures to be documented. 9 GSR Part 2 vs. ISO 9001 - Main Similarities-3
Both standards: Emphasise internal and external communication, even though there are differences in intent, scope and terminology; Require reviews of the management system; Require monitoring, measurement and assessment of performance; Promote a culture of continual improvement; Can be used by external parties, as the basis of assessing the organisation’s management system. 10 GSR Part 2 vs. ISO 9001 - Main Differences-1
GS-R-3, GSR Part 2 are based on the principle of an integrated management system, where safety is an overriding priority in the implementation of the management system, meanwhile ISO 9001 standard is customer oriented and does not require the integration of different standards; ISO 9001 and GR-R-3, GSR Part 2 are growing much towards each other, although the focus is still different: Safety in case of GS-R-3, GSR Part 2; Customer in case of ISO 9001. 11 GSR Part 2 vs. ISO 9001 - Main Differences-1
GSR Par 2 requires graded approach, ISO 9001:2015 introduced risk assessment. GSR Par 2 requires commitment of all levels of management; ISO 9001:2015 only requires top management commitment GSR Par 2 put responsibility for provision of resources on a senior management, ISO 9001:2015 on organisation IAEA Training Course on IMS Module 2 IAEA Training Course for Regulators on Enforcement Module 5.2

12 Summary ISO 9001 and GR-R-3 are growing much towards each other, although the focus is still different; In order to establish a management system that is in line with the IAEA GS-R-3, GSR Part 2 standard and the ISO 9001 standard, the organization must simultaneously take into account the requirements of both standards: The requirements of both standards are not contradictory, but in fact they supplement each other.
