The Scabbard is the Operations Center (NAMB/DOC) The handle is Incident Command The tip is the farthest unit out on the front line, fully committed in the battle

Communications needs to flow from the scabbard all the way to the tip and back with total reliability, all the time, under any circumstances, in any location.
