Why the urgency? To meet a 2 June 2018 Dept. of Planning’s Gateway deadline Lane Cove Councillors propose to vote on this plan late Q We have until 5 January 2018 to tell Council and Councillors what we think of the proposal. This is the last consultation phase for the St L S Plan. Must this Plan go ahead? NSW government does not require it and the current Lane Cove Council Local Environmental Plan (LEP) does not permit or require it – the LEP must be amended to allow such development How did this Plan originate? How did this Plan originate? July 2012, Councillors approved a Scoping Study, the intention being to develop a Master Plan. Oct 2012, Councillors recognised the need for neighbouring residents and wider community input, as part of its consultation process Nov 2012, Council initiated the St Leonards Community Liaison Committee, allowing 2 reps. of the Marshall Avenue Action Group and St Leonards / North Wollstonecraft Community Association … only. How did this Plan originate? 2013, Council’s community consultation consultant thought community consultation at end of Stage 1 was poor and commented; Need for better community consultation Council should have tried harder to listen to community views – disappointing effort so far. Existing communities sometimes frustrated with Council’s long term strategic responsibilities to future communities Need to be informed of any new housing developments well in advance, not keep such news secretive until it is too late for residents to respond Greenwich Community Association Meeting 6 December 2017

How did this Plan originate? In 2014, for Stage 2 of its community consultation, Council commissioned a Master Plan from Annand Associates Urban Design, whose summary of its community consultation was: This document is derived from an “Enquiry By Design (EBD) Workshop” held at Council on 16th, 17th and 18th of September and attended by consultants, Council officers and representatives of the Community Liaison Committee and a subsequent public information day and a public workshop attended by a significant number of local residents (see Community Engagement Report and Outcomes Report by “Cred Community Planning”). Why does the plan stop where it does? If the entire precinct were rezoned, dwelling numbers would increase significantly beyond those already proposed to be clustered around the station. The result may be an oversupply of dwellings released at one time (due to no staging), this may decrease unit prices. It could also create a long-standing scenario of sporadic development. Why is the plan for all high rise and not a mix of housing stock? Most residents did not support the concept of staged rezonings across the entire area. The main comment was “do not stage rezoning – this would result in inequitable sale prices for residents; either do it all at once or don’t do it”. The first the GCA and, presumably most of the Greenwich community, heard about the plans for the other side of River Road was 18 February The GCA had had no opportunity for input into the plan at an early stage. The GCA President attended an Information Evening on 21 April The GCA then made written submissions expressing concern and the need to ensure adequacy of infrastructure to mitigate impact on the amenity of the residents adjacent to the Master Plan area. And then for the ultimate surprise! Lane Cove Council met to adopt a plan for St Leonards South on 13 July Proposed rezoned area (red shades) that the external planners and Council’s own staff recommended. But resolved to extend the proposed area for rezoning to Park Road east! (orange hatch) Expected by some? Surprise to many! Greenwich Community Association Meeting 6 December 2017

Common observations of the proposal The proposed St Leonards Master Plan, in its current form, may not be the best plan because it; is not needed to meet NSW government housing targets extends to an area that was not recommended by Council’s own planners and the consultant engaged by Council was conceived to maximise return to both landowners and developers will result in a patchwork of planning/land use from Greenwich Road to Canberra Ave with consequent unfair impacts on those parts of the area that will not be re-zoned fails to take advantage of the potential that will be offered through a coordinated plan for the entire area from Greenwich Road to Canberra Ave lacks the infrastructure required to make the rezoned area a vibrant and self-sufficient precinct as a consequence of 6 above, will place unacceptable demands on the already strained infrastructure of Greenwich. So let’s go back to the beginning … Do we need the St Leonard South plan because the NSW government has mandated higher density? No, and even Council has submitted that Lane Cove has met its housing targets for the next 5yrs, in its March 2017 letter to the Greater Sydney Commission. Plus, Release of a coordinated State plan for the area is imminent St Leonards/Crows Nest has been designated a Priority Precinct by the NSW Department of Planning and Environment. It offers the chance to plan for coordinated land use from Greenwich Road to the rail-line. The objectives of the plans for the precinct offer the chance for a vibrant, well resourced and self-sufficient precinct. The Priority Precinct Plan will be implemented if the Master Plan does not proceed. Greenwich Community Association Meeting 6 December 2017

So what now? Most of those who have benefitted from the planning process for St Leonards South have left or will soon. The next to benefit will be the developers. It is time to think hard about the impacts on those outside the area, who have been neglected so far. It is appropriate to have a hard look at whether there is a better way of planning the whole area. Greenwich Community Association Meeting 6 December 2017
