National Spatial Strategy 2002
“There is evidence of growing interaction between Cork and Limerick and also between Waterford and Cork and between Limerick and Galway. This interaction suggests future possibilities for combining the complementary strengths of these cities and expanding such interaction to achieve a critical mass strong enough to balance the type of critical mass that has been achieved in Dublin”.

Public transport Emissions Buses Transport 35% – 40%
Modal Shift important Buses Four cities connectivity - depends on road quality Success of radial routes out of Dublin M20 / M17 / M18 → Similar to radial routes N24 & N25 – upgrade to improve journey times One terminus to accommodate public and private bus operators
15
Public transport Rail Individual city regions
Radial routes out of Dublin – improving journey times Electrification eventually Commuter Routes Individual city regions Predominantly bus and BRT based Updated PLUTS for each of the four City Regions Technology Integrated Ticketing Cashless Transactions

Water / wastewater Water Treatment Plants in the four cities should have 20% headroom to cater for new industry. Support the target reduction in leakage from 49% to 20 – 30% by 2040. Discharge of untreated wastewater needs to be addressed – recent EC referral to ECJ on 38 locations around the country
17
Energy In the ACR, capacity for Industry with significant energy demand Upgrading the transmission network – accommodating variable renewable generation CNG / Biofuels ‘Energy Cork’ – Build on its successful experience. Future of Whitegate Refinery has been secured Energy research in the third level institutions needs to be supported Incentive shift from energy supply side to energy demand side
