Many decision were taken during this session
Following the approval of at the previous meeting some presentation for an ITU-R workshop on IMT Advance was approved and will be made by Nicola Magnani the chairman of the ITU-R Ad hoc. This will be held during the PCG/OP meeting in Moscow DOB WI has not been subject to progress. However some people have reinstated material already presented and already decided upon. It was preferred not to reopen the issue at this meeting. Currently the situation is as follows: WI approved but CRs rejected. Vote to close the WI will be held unless compromise is proposed by the involved parties.

Following some proposals to go for a tool to help in non controversial CRs approval 55 minutes do that during the last plenary Block approval after the WG meeting as this is time necessary to prepare the approval Non Availability of MCC personnel at the WG level during the plenary is highly objected by the RAN WG chairs More classical the usual statistics on CRs handling during the last plenaries

ITU-R IMT advanced Two workshop were held to identify work to be done in this area. Technical Report has been approved during TSG RAN#40 providing the requirement for evolution of LTE in the context of IMT advanced. The new name is LTE Advance 3GPP TSG RAN agreed to act as an evaluation group towards ITU-WP 5D towards this technology on behalf of SDO as previously discussed with the Ops Next slides provide an overview of the foreseen calendar for this operation

R’99, Rel-4, Rel-5 & Rel-6 No Release 99 CRs.
Set of CRs on Release 4 for TDD on new bands and LCR TDD For Release 5, apart from the corresponding ones to Release 4. A non backward compatible CR was approved on LCR TDD. Correction on Release 6 is going on but load is still decreasing further in comparison with the previous term. Again TEI for the test aspects are introduced. In RAN WG2 a CR to enforce a work around a pb encountered on DSAC with UE has been agreed

Release 7 In RAN WG1 CRs to FDD and TDD took place during the last cycle plus a few on FDD In RAN WG2 Several corrections still under way during this meetings cycle (e.g. MBMS, MIMO, MIMO and 64QAM etc.) In RAN WG3 only maintenance work still going on In RAN WG4 still some CRs on Rel 7 for corrections RAN WG5 is still working aggressively on completion of Test for Release 7 and has already completed several aspects

Status of Rel-8 Work Items at this meeting:
LTE Now all functionalities are frozen. However some problems depending on other groups external to TSG RAN see Annex A requesting handling urgent matters by SA WG2, SA WG3 In RAN WG1 even though most of the work is complete a few elements need to be finalized. In RAN WG2 most of the work has progressed but unfortunately the ASN.1 freezing date has been postponed to March RAN WG3 prefers to keep aligned and hence ASN.1 will be frozen in March 2009. Discussion on the optional / mandatory status for implementation of the LTE different features has started. Guidance on the grouping to be discussed by WGs In RAN WG4 still some work required for the repeater part

LTE Technical Specifications on test have been started and a first version has been presented for information and it is expected that the versions for approval will be presented at the next meeting Discussion on the high and medium priority list of feature for test is till going on at the TSG level. Further work will be carried over for the next plenary Following the eMBMS delay RAN decided that owing to the difficulties of certain configuration with shared carrier providing in the future eMBMS and normal release 8 channels that forward compatibility shall be ensured. Working Groups were tasked to investigate the impact on their specification

The objective of Further Advancements for E-UTRA is as follows: Define a framework for further advancements of E-UTRA and E-UTRAN (to be referred to as Advanced E-UTRA and Advanced EUTRAN considering: The time schedule of ITU-R That the work on Advanced E-UTRA and Advanced E-UTRAN must not introduce any delay to the completion of the Release 8 specification of E-UTRA and E-UTRAN That the general enhancements of specifications for Release 8 E-UTRA and E-UTRAN are maintained and progressed in a focused and efficient manner.

LTE Advance requirements (Cont’ed)
Define requirements for Advanced E-UTRA and Advanced E-UTRAN based on the ITU-R requirements for IMT-Advanced as well as 3GPP operators own requirements for advancing Release 8 E-UTRA AND E-UTRAN considering: E-UTRA radio technology and architecture improvements Support for all radio modes of operation Interworking with legacy RATs (scenarios and performance requirements) Backward compatibility of Advanced E-UTRA and Advanced E-UTRAN with Release 8 E-UTRA and E-UTRAN i.e. an Release 8 E-UTRA terminal can work in an Advanced E-UTRAN, an Advanced E-UTRA terminal can work in an Release 8 E-UTRAN and non-backward compatible elements could be considered based on RAN decision Newly identified frequency bands and existing frequency bands, and their advantages and limitations, in particular, the consideration of the WRC-07 conclusions, to ensure that Advanced E-UTRA can accommodate radio channel bandwidths commensurate with the availability in parts of the world of wideband channels in the spectrum allocations (above 20 MHz) and at the same time being mindful on the need to accommodate those parts of the world where the spectrum allocations will not have availability of wideband channels

LTE Advanced Requirements
Identify potential solutions, technologies for the Advanced E-UTRA and Advanced E-UTRAN. The study areas include: Physical layer Radio interface layer 2 and RRC E-UTRAN architecture RF, including Aspects of wider channel bandwidth than 20 MHz Advanced system concepts To develop documents that will serve as a basis for the documentation to be submitted to ITU-R to provide the 3GPP proposals for IMT-Advanced: An “Early Proposal” submission that would be sent to ITU-R, to be agreed at RAN #41 (9-12 September 2008), for submission to WP 5D #3 (8-15 October 2008).

LTE Advanced Requirements
A “Complete Technology” submission that would be sent to ITU-R, to be agreed at RAN #44 (26-29 May 2009), for submission to WP 5D #5 (planned for June 2009). A “Final” submission to incorporate updates, additional specific details or feature additions, and the required self-evaluation that would be sent to ITU-R, to be agreed at RAN #45 (22-25 September 2009), for submission to WP 5D #6 (planned for Oct 2009).
