I note this Strategy process that we're about to start could develop an iwi/Whakatōhea strategy BEFORE the PSGE is formed. Equally the Strat (and definitely the Op) plans could be left to the PSGE once formed. If so, then the point here is this process should clearly summarise the voice of the iwi, for the PSGE to articulate a PSGE strat plan. This boundary issue should be discussed otherwise it may cause an issue during discussions.
Some PSGEs/iwi not only ratify the PSGE/deed, but also the group structure/proposed subsidiary entities. This fourth bullet is saying the PSGE will develop the group structure (later) - this is a valid option, but should be discussed and agreed by the WPCST.
