21st Century Infrastructure Commission
Recommendations were presented on Dec. 5, 2016 Conducted listening tour throughout state More than 100 recommendations made Investment of $4 billion over 20 years Executive Summary outlines recommendations for: Water Transportation Energy Communications Full report at miinfrastructurecommission.com Michigan is the first state in the nation to develop a list of comprehensive infrastructure recommendations. Listening Tour: Public input was especially valuable to this process and Commissioners were committed to finding opportunities to engage with the public, both online and in-person at listening tour stops and stakeholder meetings around the state. 4

Reinventing How Citizens Interact with Government
NOTES: Citizen engagement with State government is often confusing and overly complex Navigating the channels of State government is challenging and frustrating for our citizens Over the course of the last 3 years, we have invested in IT projects like MiPage, MILogin and EIM to build the platform that will enable the reinvention of how services are provided to citizens. This citizen centric vision requires us to think differently about how our citizen access information and we needed to think differently about technology. The platforms mentioned are production ready. Today, we’ll walk through the plan to take this to the next level – To truly present a citizen centric approach, we need to integrate State systems that citizens leverage most

Personalized NOTES: Our goals are to provide “Brandon” with access to all State services, anytime, anywhere on any device. We want to have a holistic view of Brandon across State Government, be able to identify him as one person across all systems. This provides the ability to present him with a personalized experience. By integrating with high value systems like the SOS vehicle registration and DNR eLicense system we proactively let “Brandon” know when there is something he may need to take action on.

Predictive NOTES: For example, Brandon is out fishing and doesn’t have a paper copy of his fishing license The elicense integration would allow Brandon to show the conservation officer his fishing license on his mobile device. And when it’s time to renew his license, he’ll get a notification and be able to complete the transaction from his phone. The predictive capabilities are at the forefront of the citizen centric experience. Leveraging the MiPage, MILogin and EIM platforms enables us to build that “Amazon” like experience where, based on a citizens data or previous interactions, we can offer additional information and services that are helpful

Easy & Intuitive NOTES:
We also want to place a high importance on creating easy and intuitive user interfaces. Today, finding information on the State websites can be a challenge. In the past year we’ve gone through a major re-design but are limited by the capabilities of the current platform. Mi.gov is 16 years old and it’s time to replace the legacy system with a modern platform capable of providing information to citizens in a manner that makes sense to them instead of expecting them to understand the structure of State government.

Michigan.gov Communication Citizen Centric MILogin Security EIM Personal Data Connection NOTES: To achieve this Citizen Centric vision, we need to focus on building mobile services, integrating systems with our single-sign on platform and enabling systems to securely communicate to bring data together. By connecting services, we are reinventing the way our citizens engage with government. The first connection to this reinvention is... Security – MiLogin provides our citizens with access to services through a single & secure login one username and one password. EIM Next we have to build data connections through EIM this provides us with a single citizen identity, allows us to create single citizen profile and with their unique data Removing Silos of Data to look at a citizen holistically as one person Michigan.gov Next we must connect our communications platform, Michigan.gov. Michigan.gov serves as our primary communication platform to citizens. This platform needs to be updated, and modernized to keep up the ever-changing communication needs of our Citizens. MiPage And lastly MiPage. MiPage bring together state services into a single personalized and predictive mobile platform. This is the entry and interaction point for citizens and is designed around their needs The work in the MiPage space also consists of frameworks and tools to accelerate the development and conversion of mobile services throughout State government agencies Conclusion Here you can see how all these platforms are connected together to form a citizen centric experience.
