Policy Recommendations and Strategies Aimed at Reaching the Unreached MALDIVES South Asia EFA Mid-Term Policy Review Conference 16 – 19 June 2008 Kathmandu , Nepal

2 EFA Goal 1 Early Childhood Care and Education
Policy Recommendation: Expand and improve ECCE Target Groups/Beneficiaries 0 – 5 year olds; Teachers; Parents; Community Desired Outcome / Expected Impact Have pre-schools in all the inhabited islands. That is, establish ECCD facilities in the remaining 12 islands by 2010 All ECCE teachers trained - Reach 80% by 2011 and 100% training by 2015 with atleast an ECCE teaching certificate. Now 46% trained Enhance quality of services provided by the ECCE centres  Children and parents better prepared for beginning formal education Smoother transition into school system Children with special needs will have access to early childhood care Parents sensitized to demands of early childhood care Better coordination among various ministries and agencies

Strategies to implement the policy Formalise ECCE Provide technical and financial support to existing and new ECCE Centres to expand access and improve quality of education  Develop curricula guidelines and teaching resources, including audio-visual materials, and disseminate to ECCE centres Continue to train pre-school teachers and provide opportunities to obtain higher qualifications in ECCE Continue to raise ECCE awareness, targeting parents, caregivers and older siblings. Encourage and facilitate community participation in providing ECCE programmes  Strengthen ECCE monitoring and evaluation

Policy Recommendation 1: Ensure that all children have access to 10 years of basic education Target Groups/Beneficiaries 6 – 15 year olds; Teachers; Parents; Community Desired Outcome / Expected Impact All students will have access to secondary schools by Currently only 17 islands do not have secondary schools – total student population less than 200 Students better prepared to move to the next level – advance level 100% enrolment and retention Strategies to implement the policy Establish residential learning centres in development focus islands or provide financial support to ensure access Provide infrastructural support and physical facilities to cater for the increased enrolment  Provide every student access to the full curriculum at their respective levels

Strategies to implement the policy Ensure equitable access to educational opportunities for children with special needs by providing required services and facilities. Provide opportunities for gifted and talented pupils through the introduction of special programmes. Recruit and train adequate  number of teachers for special education. Equip selected schools with the necessary infrastructure, teaching aids and user friendly facilities for special education. Establish a mechanism to identify children with special needs for early intervention. Strengthen the monitoring mechanism of inclusive programmes to ensure effective programme implementation Link with community agencies to provide relevant skill development activities for children with special needs. Build and strengthen partnership with relevant local and international agencies to expand and improve opportunities for children with special needs.

Policy Recommendation 1: Ensure that school system introduces students to employment and employability skills Target Groups/Beneficiaries Adolescents and young people Desired Outcome / Expected Impact Better equipped to world of work Scaling up of TVET More trainable man power Strategies to implement the policy Develop school based livelihood skills programs for all upper primary  school students Strengthen the links between employers and schools to increase student awareness of the range of careers available to graduates and to create placement opportunities for students “Career Path” Advise students completing basic education on choice and selection of what job opportunities and higher education opportunities are available for them Train material writers and develop capacity for vocational based programmes in schools Conduct parental awareness campaigns on vocational programmes in schools  Train career guidance officers and place one in each of the secondary schools

Policy Recommendation 2: Promote health, nutrition, safety and life skills among school children Target Groups/Beneficiaries 6 – 15 year olds; Teachers; Parents; Community Desired Outcome / Expected Impact Students better equipped to face the challenges of realities of life Students empowered to take decisions to lead a healthy and productive life Strategies to implement the policy Ensure that schools are places of mutual respect which promote good discipline and Islamic values. Promote child rights and implement Safe-School Policies in all schools. Strengthen school based data collection on child health and development. Support implementation of the Health-Promoting Schools Initiative in all schools. Build awareness and develop school-community capacity to conduct programs on Adolescent Sexual and Reproductive Health (ASRH). Develop, implement and support programs to prevent crime and substance abuse. Provide psychosocial support for children at risk . Ensure that every school has a sustainable  water safety and survival program to support Every Child Swims initiative. Increase awareness on the need for the protection and sustainable use of the environment

Policy Recommendation: Ensuring equitable access and continuing education for all adults Target Groups/Beneficiaries The whole society/country Strategies to implement the policy Ensure that a high rate of adult literacy is maintained. Advocate and support the establishment of Community Learning Centres (CLCs) in partnership with the community. Expand the ongoing second chance skills upgrading program for those who are unable to complete formal schooling. Design and deliver a set of credit earning and articulated adult education and continuing education courses to meet learner and market needs.

16 EFA Goal 5 Eliminating gender disparities in primary and secondary education by 2005, and achieving gender equality in education by 2015 Comments, assumptions etc Have achieved this goal. Since this is a cross-cutting issue, needs to sustain and strengthen this goal via the other 5 goals. Policy Recommendation 1: Increase quality and effectiveness in the provision of basic education Strategies to implement the policy Ensure that every pupil who completes each key stage has achieved minimum competencies  in literacy and numeracy of the required key stage  Develop a mechanism to recruit and retain good quality teachers Increase the number of trained teachers for all levels of schools Provide opportunities for teachers to upgrade their general education level Provide a range of continuing professional development programmes for teachers and school leaders Develop and sustain Teacher Resource Centres and model schools in every atoll Empower schools to develop innovative approaches Build and strengthen legal framework for education provision Examples of good practices Child-friendly schools established Every child counts initiative

Policy Recommendation 2: Increase efficiency and effectiveness of the supervision system Strategies to implement the policy Review the progress and problems in schools and make proposals for improvement and monitor to ensure those problems are being or have been resolved Build capacity of the assessment and supervision  sections Strengthen school self-evaluation and monitoring capacity of school heads and middle management  Examples of good practices Whole school supervision programme – monitoring and evaluation

Policy Recommendation 3: Review the curriculum to meet national needs and improve curriculum implementation and assessment Strategies to implement the policy Build national capacity in curriculum development, curriculum implementation and material production Increase greater teacher participation in curriculum development and revision Review and revise the national curriculum framework to develop an outcome-based curriculum relevant to the Maldivian context Liaise with teacher training institutions to revise teacher education curriculum to reflect recent changes in national (school) curricula Strengthen Educational Media Services to provide virtual learning on line through upgrading equipment and training Establish a national system of assessment at  key stage 1 and 3 within the basic education programme Establish a national secondary qualification in all the subjects  Examples of good practices On-going research related to curriculum and assessment – refine policies

Policy Recommendation 5: Enhance and optimise teaching, learning and management through the use of ICT Strategies to implement the policy Integrate ICT into the curriculum, teaching and learning Build institutional capacity to develop educational software and multimedia to meet curriculum needs Expand equitable access to ICT facilities Increase knowledge and skills in ICT among students, teaching staff and personnel at MoE Provide schools with human resources required for maintenance of ICT facilities Facilitate use of relevant Internet resources for teaching and learning Examples of good practices Enormous support from the community to establish computer labs in schools and providing computers TRCs established – one in each atoll

Policy Recommendation 6: Increase trained manpower for the education sector development Strategies to implement the policy Maximize utilization of opportunities to gain relevant experiences abroad through participation in attachment programmes, workshops and seminars Provide overseas training for curriculum developers, teacher educators, supervisors  and community teacher educators Train personnel to design and carry out educational research particularly related to effectiveness of curriculum Develop a mechanism to systematically conduct staff development programmes through a professional development policy framework Examples of good practices A loan scheme at MoE – for tertiary education

Policy Recommendation 7: Strengthen the management capacity of the Ministry of Education Strategies to implement the policy Review and if required, re-structure the organisational framework of the specialised sections and departments of the MoE and train managers to improve productivity of services Conduct regular reviews of major policy issues from all sections of the MoE and its departments Ensure greater harmonization in translation of polices into sustainable plans, programmes and activities Develop and apply standards, guidelines and frameworks for operationalizing of activities Strengthen the financial management capacity to ensue efficient and effective use of funds Expand the use of ICT at all levels of administration to create a responsive and flexible management system Build capacity and develop measures to retain trained personnel in the sector Examples of good practices A loan scheme as well as scholarships are provided for professional development
