2 Goals of the Ticket to Work Legislation
Increases beneficiary choice for employment services, vocational rehabilitation services & other support services Gives more Americans with disabilities the opportunity to work & become more self-sufficient Allows people with disabilities to retain health coverage while working

3 You can use the Ticket to Work to obtain employment support services from an Employment Network or State Vocational Rehabilitation Agency of your choice!

4 The Ticket remains valid even if cash benefits end due to work or earnings
The Ticket expands job options but does not guarantee a job

5 Beneficiaries between the ages of who are currently receiving Social Security Disability benefits or Supplemental Security Income (SSI) disability payments.

13 Ticket program is voluntary
No time limit for using your Ticket Use your ticket to obtain services from the Employment Network (EN) of your choice or the vocational rehabilitation agency in your State if you quality for their services End your agreement at any time & choose a new EN or the State vocational rehabilitation agency Beneficiaries & ENs will work together only if BOTH agree they have a good match

Must be in writing Must be developed, signed & implemented in partnership by EN & beneficiary Must outline specific employment services, vocational rehabilitation services, or other support services necessary to achieve beneficiary’s employment goal

Conditions under which EN can amend plan or terminate relationship Beneficiary’s rights, including right to retrieve ticket Remedies available to beneficiary, including availability of advocacy services & assistance through Protection & Advocacy Services

19 Continuing Disability Reviews (CDRs)
Beneficiaries using their Ticket will not be scheduled for medical CDRs Continuing Disability Reviews (CDRs) Also, Social Security Disability beneficiaries receiving benefits for at least 24 months will not be medically reviewed solely because of work activity.

21 Expedited Reinstatement of Benefits Terminated for Work
Terminated Social Security Disability Insurance & Supplemental Security Income disability benefits can be reinstated within 5 years Medical decision needed to determine if condition has not improved 6 months of provisional benefits are payable during Social Security’s reinstatement decision

22 Health Insurance Improvements
Beneficiaries with disabilities who work will continue to be covered by Medicare for 8 1/2 years after they first return to work (Part A & B) They may also be able to buy into Medicaid even though they are no longer eligible for SSI cash benefits. 25 PASS (PLAN FOR ACHIEVING SELF-SUPPORT)

26 What is a PASS? PASS (Plan for Achieving Self-Support) is a plan for your future. It is a program to assist people with disabilities to set aside income or resources to put towards a work goal. It is an SSI provision to help individuals with disabilities return to work.

27 You can have a PASS if: You want to work
You get SSI (or can qualify for SSI) because of blindness or a disability; or You have or expect to receive income (other than SSI) and/or resources to set aside toward a work goal.

28 HOW WILL A PLAN AFFECT MY SSI BENEFIT?
Under regular SSI rules, your SSI benefit is reduced by the other income you have. But the income you set aside for a PASS doesn’t reduce your SSI benefit. This means you can get a higher SSI benefit when you have a PASS. But you can’t get more than the maximum SSI benefit. Money you save or things you own, such as property or equipment that you set aside for a PASS won’t count against the resource limit of $2,000 (or $3,000 for a couple). Under regular SSI rules, you wouldn’t be eligible for SSI if your resources are above 2,000.

29 What kinds of expenses can a Plan help pay for?
A plan may be used to pay for a variety of expenses that are necessary to help you obtain your work goal. For example: What kinds of expenses can a Plan help pay for? Supplies to start a business; Tuition, fees, books and supplies that are needed for school or training; Employment services, such as payments for a job coach. Attendant care or child care Equipment and tools to do the job Transportation to and from school or work; Uniforms, special clothing and safety equipment

32 What Does Social Security Do After I Submit My Plan?
Review the plan to make sure it is complete Decide if there is a good chance that you can reach your goal Decide if the things you want to buy to obtain your goal are necessary are reasonably priced Decide if any changes are needed and discuss those changes with you Send you a letter to tell you if the plan is approved or denied

33 STUDENT EARNED INCOME EXCLUSION
The Student Earned Income Exclusion (SEIE) allows an individual who is under age 22 and regularly attending school to have earnings excluded from income. Year Monthly Exclusion Yearly Max. $ $7200
