Closing date for submission: April 29, 2016, 4:00 p.m. Eastern Time Before we get started, let’s review some of the FOA basics. First of all, please remember that the closing date for submitting grant applications is April 29, 2016, at 4pm Eastern time. #

The Senior Community Service Employment Program (SCSEP) is the only Federally- sponsored employment and training program for low-income older workers who want to enter or re-enter the workforce. Dual goals: Move SCSEP participants into unsubsidized employment Promote valuable job training opportunities through community service assignments Thanks, Jimmy. The Senior Community Service Employment Program, or SCSEP, is the only Federally-sponsored employment and training program for low-income older workers who want to enter or re-enter the workforce. SCSEP has two goals. First, is to move SCSEP participants into unsubsidized employment, whenever appropriate Second, is to promote valuable job training opportunities through community service assignments #

Award Information Maximum Request for Funding General applicants Maximum funding request is $50 million Set-aside applicants Set-aside applicants may apply for up to $6,107,847 The maximum funding request is $50 million for general applicants. The maximum funding request for set-aside applicants is $6,107,847, which is equivalent to the funding for 630 authorized positions. #

Award Information Minimum Request for Funding (continued) General applicants: Must apply to provide services in more than one state In each state, an applicant must apply for whichever is greater: 10% of the state allocation or 165 authorized positions ($1,600,170) See FOA for examples and clustering requirements Applicants must apply for a minimum funding amount. Let’s begin with the general applicants. We will continue using the clustering requirement seen in the 2006 and 2012 SCSEP competitions, which helps ensure efficient service delivery. Typically, general applicants must apply for all the available national grantee positions in a county, except for a few large counties that can be split. General applicants may apply for more than 10% of the allocated amount in a state, or 165 authorized positions, which equates to $1,600,170, whichever is greater. We encourage you to apply for 20-25% of a state’s allocation for maximum operational efficiency. #

Award Information Minimum Request for Funding Set-aside applicants Must apply to provide services in more than one state No minimum funding request No clustering requirements Set-aside applicants must apply to provide services in more than one state, but, there is no minimum funding request or clustering requirement for these applicants. However, we encourage set-aside applicants to consider program management and effectiveness when selecting states and counties to bid on. I’ll now turn the presentation over to LaMia Chapman for the location of authorized positions. #

Award Information Location of Authorized Positions All applicants must bid on available positions online at Applicants must request the location and number of positions by county and state The final bid that you generate must be submitted electronically on by April 29, at 4 p.m. Eastern Time Thank you, Steve. In accordance with data from the US census, each state is allotted a certain number of authorized positions for SCSEP. Applicants must bid on the number and location of the authorized positions that you want to serve. We have an online tool, SCSEPapply.org, which will help you make your bid in accordance with SCSEP’s rules. SCSEPapply.org is the only mechanism you can use to submit your bids for authorized positions. SCSEPapply shows all national grantee authorized positions by county. Applicants may use SCSEPapply to make tentative bids for planning purposes. When you are ready to submit a final bid, you must submit it online using SCSEPapply.org. This must be done by April 29, 2016 at 4 p.m. Eastern Standard Time, and we strongly suggest that you submit your bids earlier in case you experience technical difficulties. I’m now going to go through several screenshots from SCSEPapply.org to familiarize you with it. #

18 II. Award Information This screenshot shows the home page. The home page is accessible to anyone who is interested in the SCSEP FOA. Applicants, please go to SCSEPapply.org early and familiarize yourselves with the site. The “instructions” tab is designed to tell you everything you need to know about the bidding and submission process, and is also publicly available. There are videos on the home page to walk you through the bidding and submission process. In order to use SCSEPapply to bid on authorized positions, you must register your organization at the “register” tab. Please only register one user per organization. Each time you enter the site, you will have to enter your username and password. #

19 II. Award Information The interactive map shows you nationwide, state and county views. Here’s a state view for Colorado. When you put your cursor over a county, a yellow box comes up that lists the number of available positions in the county, as well as some other information that may be useful to you. There are icons that tell you if there are state or national grantee positions in the county, as well as if there are state or national grantees enrolled in the county. #

20 II. Award Information This screenshot shows how the actual bidding process works. When you select a state to bid in, the tool shows you a list of each county in the state. The last two columns show the available positions in each county, as well as giving you a space to enter your bid. When you enter a bid for a county, each of the contiguous counties will be highlighted. They will remain highlighted in red until you meet the minimum cluster size for the state... #

21 II. Award Information ...at which point they will be highlighted in green. This screenshot shows what happens when your bid reaches the minimum cluster size. Once you have a completed a cluster, you can start a second cluster in that state. That cluster will be highlighted separately. Once you’ve completed a cluster, you can save it as a tentative bid. You can revise it at any time until you submit your final bid. The program has been designed to recognize all of the bidding rules in the FOA. You will not be able to submit a final bid that doesn’t meet all of the requirements. #

22 II. Award Information Once you’re prepared to submit your final bid, this screenshot of the “submit final bid” page will appear. When you submit your final bid, you will no longer be able to revise your tentative bids. SCSEPapply.org will be available until April 29, 2016 at 4 p.m. Eastern Standard Time, but we strongly encourage you to submit your bid as early as possible, since you will need to do so before you can submit your completed application. This completes our overview of SCSEPapply.org, the tool you must use to submit bids online for authorized positions under this FOA. Next, let’s talk about another important requirement. #

II. Award Information Submission of Application to Governor General applicants must: Submit your plan to the Governors of each State you propose to offer services in (CFR ; OAA 503(a)(5)) Retain your certified mail receipt All general applicants must submit SCSEP applications to the Governor of each State in which you propose to offer services before submitting your application to the Department. We require that you send your application to the Governor via certified mail. You must retain the certified mail receipt and provide a copy of it as an attachment to your application. We strongly encourage set-aside applicants to submit your SCSEP applications to the Governor of any State you plan to offer services in, even though the law does not require you to do so. Governors may make the recommendations described in CFR either before or after the applicant sends the application to the Department. Let’s turn now to the PY 2016 Period of Performance. #

Award Information Period of Performance – PY 2016 Program year begins July 1, 2016 Anticipated transition phase from July 1- September 30, 2016 Four-year grants, renewable annually The period of performance is four years, renewable annually for each of those four years based on annual Departmental application requirements and subject to the availability of funds. We anticipate a start date of July 1, As well, we anticipate having a transition phase starting July 1, 2016 through September 30, 2016 in which SCSEP participants will be moved from previous grantees to current PY16 awardees as necessary. This performance period includes all necessary implementation and start-up activities. #

Applicants may apply to receive a grant under one or more of the following 3 categories: General national grant funds (mark “G”) Indian/Native American set-aside grant funds (mark “I”) Asian and Pacific Islander set-aside grant funds (mark “AP”) Applicants may apply to receive a grant under one or more of the following three categories: First, general national grant funds Second, Indian/Native American set-aside grant funds And third, Asian and Pacific Islander set-aside grant funds In order to indicate the category of grant you are applying for, you must mark a “G”, “I” or “AP” on your abstract. Applicants applying for more than one category must submit separate applications for each. Please note that regardless of the category you select, all successful applicants are required to serve any eligible individual within the awarded counties and states. #

Cost-Sharing or Matching This program requires cost sharing or matching funds. Such funds may be in the form of cash or in-kind contributions and equal to a minimum of 10% of the total Federal share of costs. This program requires cost sharing or matching funds. Such funds may be in the form of cash or in-kind contributions and equal to a minimum of 10% of the total Federal share of costs. Any resources contributed to the project in addition to cost sharing or matching funds will be considered leveraged resources. Applicants, including Federal agencies, must identify the source of this non-Federal share in the required budget submission. Applicants seeking to apply in “economically depressed areas” (source: OAA 502(c)(1)(B)) may be exempted from the non-Federal share requirement  and must attach a copy of the determination made by the Secretary of Labor in consultation with the Secretaries of Commerce and Health and Human Services that the counties for which they are applying are economically depressed areas. Federal agencies that have a statutory exemption to their non-Federal share requirement must attach a copy of that exemption. I will now turn it back over to Jimmie to discuss Application and Submission Information. #

Content and Form of Application Submission Proposal must contain: Application for Federal Assistance Project Budget Project Narrative Attachments to the Project Narrative Applications submitted in response to this FOA must consist of four separate and distinct parts: The Application for Federal Assistance, or SF-424 The Project Budget The Project Narrative and The Attachments to the Project Narrative Please read Section IV. B. thoroughly and adhere to the requirements in the FOA. If you do not adhere to these requirements, your application may be deemed non-responsive and may NOT be reviewed. #

Part 1– Application for Federal Assistance SF 424 D-U-N-S® Number SAM Registration Let’s start with the SF-424. The Application for Federal Assistance (SF-424) must include the following items: The Data Universal Numbering System or DUNS number. All applicants for Federal grant and funding opportunities must have a DUNS number and must supply their DUNS number on the SF-424. Additionally, all applicants must register with the System for Award Management, also know as SAM, before submitting an application. The FOA contains information about how to get registered in SAM. It is critical that you begin the registration process early. For those of you who are already registered with SAM, please check to make sure your registration is current. Please review the FOA for information on the SF-424, DUNS, and SAM registration. #

Part 2 – Project Budget SF-424A Budget Information Form Budget Narrative Next, we have the Project Budget consisting of the SF-424A Budget Information Form and Budget Narrative. In preparing the Budget Information Form, you must provide a concise narrative explanation to support the budget category. Your budget narrative must provide a description of costs associated with each line item on the SF-424A. It should also include a description of leveraged resources provided to support grant activities. Also, applicants must show cost sharing or match on the SF424 , SF-424A and the budget narrative. Please review the FOA for additional information. #

Part 3 – Project Narrative Statement of Need Project Design Organizational, Administrative, and Fiscal Capacity Partnerships Past Performance—Programmatic Capability Budget and Budget Justification Limited to 28 pages for current grantee applicants and 32 pages for new applicants and must be double-spaced, single-sided 8.5 x 11 inch pages with 12-pt. text font and 1-inch margins Evaluated using the evaluation criteria identified in Section V.A. Next, we have the Project Narrative. The Project Narrative consist of the following components: Statement of Need Project Design Organizational, Administrative and Fiscal Capacity Partnerships Past Performance—Programmatic Capability and Budget and Budget Justification The project narrative is where applicants demonstrate their ability to implement the grant project in accordance with the provisions of this FOA. Applicants should provide a comprehensive framework and description of all aspects of the proposed project. This section must be succinct, self-explanatory, and well organized so that reviewers can understand the proposed project. The guidelines for preparing the Project Narrative are found in Section IV. B.3 and it will be evaluated using the evaluation criteria identified in Section V. The Project Narrative is limited to 28 pages for current grantee applicants and 32 pages for new applicants. The project narrative must be double-spaced, single-sided, on 8.5 x 11 inch pages. The project narrative must also use 12-point Times New Roman font with1 inch margins. Any materials beyond the specified page limit will not be read. #

Part 4 - Required Attachments In addition to the Project Narrative, applicants must submit all required attachments. Affixed in separate section, marked, “ATTACHMENTS”: Clearly identified appendices to the application Only required attachments are excluded from page limit No additional materials will be considered See Section IV.B.4 for information on valid attachment file names Refer to Required Attachments Section IV.B.4.for additional information In addition to the Project Narrative, you must submit the required attachments. All attachments must be clearly labeled as Attachments. Only those attachments discussed on the next slide will be excluded from the page limit. Any materials in addition to the requested and required attachments must not be included. You must submit your application in one package because documents received separately will be tracked separately and will not be attached to the application for review. Please see Section IV.B.4 for information on valid attachment file names. #

Evaluation Criteria Reflect statutory criteria for selection of grantees listed in 514(c) of the OAA Amendments Small differences between what is required for current grantees and new applicants We have instituted procedures for assessing the technical merit of applications to provide for an objective review of applications and to assist you in understanding the standards against which your application will be judged. The evaluation criteria are based on the information required in the application as described in Sections IV.B.2. (Project Budget) and IV.B.3. (Project Narrative), and reflect the statutory criteria for the selection of SCSEP grantees listed in section 514(c) of the Older Americans Act Amendments. There are some slight differences in how current grantees and new applicants are evaluated. The FOA is very clear about these differences, and we will point them out to you as we go through this presentation. Please pay close attention to the instructions in the FOA to ensure that you respond appropriately. #

Statement of need (5 points) Identify proposed service area Describe socio-economic characteristics of service population and barriers to employment Describe economic conditions and employment outlook in service area Describe community service needs of service area The directions for the statement of need are the same for all applicants. We will award points based on the extent to which your application demonstrates a comprehensive understanding of the needs of the SCSEP eligible population in your region. Applicants must use quantitative and qualitative information to: Clearly identify your proposed service area Describe the socio-economic characteristics of the SCSEP service population and their barriers to employment Describe the economic conditions and employment outlook of the service area, and identify the growth or high-demand industries or occupations you will target as employment opportunities for SCSEP participants Describe the community service needs of the proposed service area and identify the community service positions that you will target for SCSEP participants. #

Project design (25 points total) Working with employers Recruiting and managing host agencies Providing quality service to participants You may be awarded up to 25 points total for your project design. We will evaluate the quality and comprehensiveness of your plan of action, how you will accomplish the proposed employment and training activities, and how you will implement SCSEP using three program factors: working with employers, worth up to 10 points, recruiting and managing host agencies, worth up to 5 points, and providing quality service to participants, worth up to 10 points. In the section Providing Quality Service to Participants - we request that current SCSEP grantees include performance data from SCSEP Minority report to support your plan. This is a minor difference from the 2012 competition. See the italicized directions in the FOA. #

Organizational, administrative and fiscal capacity (30 points total) Capacity to manage core organizational functions and program operations Capacity to manage data Financial stability and ability to adjust to changes in funding Reporting and audits You may be awarded up to 30 points total for your demonstration of your organizational, administrative, and fiscal capacity. Your Capacity to manage core organizational functions and program operations is worth up to 9 points Capacity to manage data is worth up to 5 points Financial stability and ability to adjust to changes in funding is worth up to 6 points, and Reporting and audits is worth up to 5 points In the section Reporting and Audits - we request that current SCSEP grantees discuss your past experience with recaptured SCSEP funds and managing spending in the final quarter of each program year. This is another minor difference from the previous 2012 competition. See the italicized directions in the FOA. #

Past performance & Programmatic capability (30 points total) Current SCSEP grantees only – Do not submit any data; only SPARQ data will be used to calculate points New applicants only – Submit data and narrative about a comparable program There are different requirements for current grantees and new applicants in the performance section. To adjust for this we have given new applicants a longer page limit. For current grantees, we will use the data that you have submitted in SPARQ to assign points on this section, as specified in the FOA. You do not need to submit a narrative. New applicants must submit performance data from a “comparable program”. A comparable program is one that comprehensively serves target populations with significant barriers to employment. You must provide a narrative that supports this data. #

Partnerships (10 points) Demonstrate that you have, or will develop, relationships with key partners Explain how you will manage and maintain these partnerships We will evaluate your application based upon the relationships you have developed with key partners to support SCSEP or similar programs and how this coordination of workforce services support the participants as well as how you will manage and maintain these partnerships. Directions are the same for all applicants in this section. #

While the requirements for current SCSEP grantees and new applicants differ, the rubric we will use to evaluate your applications is the same. See the FOA for more details. #

Budget and budget justification (5 points) Budget is reasonable Key personnel devote adequate time to project The directions for current SCSEP grantees and new applicants are the same in the budget section. We will evaluate you on: the extent to which the budget is reasonable based on the activities outlined in the project narrative and meets all requirements the extent to which key personnel have adequate time devoted to the project to achieve project results. Jimmie will now explain the review and selection process. #

Review and Selection Process Technical Review Panels will meet after the closing date to review applications. Scoring is based on the quality of the responses. Panels prepare a report for each application. Panel results are advisory in nature. Grant Officer may consider other relevant information as described in the FOA. The review and selection process is conducted after the closing date for the FOA.
