State Disaster Response Fund
Corpus maintained at the State level for undertaking disaster relief under control of State Executive Committee: Size of the Corpus for each State determined by Finance Commission having regard to different factors Total allocation during 13th Finance Commission award period for Odisha was Rs crore; Allocation Rs cr. Allocation for Odisha increased to Rs.4130 crore during 14th Finance Commission award period ; Year-wise allocation: -Rs.747, Rs.785, Rs.824, Rs.865, Rs.909 crore Sharing between UnionGovt.-75% : State Govt.-25% For special category States – 90% : 10% After complete implementation of GST, sharing to be 90:10 for all States

National Disaster Response Fund
Corpus maintained at the Union Government level Financial assistance is granted from NDRF in case of a calamity of severe nature following prescribed procedure Submission of Memorandum by State Govt. Visit of Central Team Examination by Sub-Committee of NEC Approval by High Level Committee (Members: Union Ministers for Home, Finance & Agriculture and Deputy Charman, Niti Ayog) The funds for financing of the NDRF is generated through levy of cess on selected items

Norms of expenditure from SDRF/ NDRF
Funds under SDRF and NDRF is only for expenditure on relief and repair/ restoration of immediate nature Norms of expenditure from SDRF and NDRF prescribed by Government of India (Items and Norms from SDRF and NDRF Fund.pdf) Disaster mitigation activities to be funded out of plan resources Part of SDRF to be utilised for - Management of State Specific Disasters - Up to 10% Procurement of essential search, rescue, evacuation & communication equipment - Up to 10% Capacity building activities - Up to 5%

Emergent Assistance Who will get:
Families in dire need of food support Kind of material: Chuda, Muddhi, Gur, Salt, Kerosene, Match boxes including cooked food and clothing. Power to sanction: Collector/ Sub Collector- up to 3 days RDC up to 7 days (cumulatively) SRC- up to 15 days (cumulatively) Government-beyond 15 days (cumulatively) Quantity of food assistance: Rice, Chuda, etc. – Adult: 1kg per adult per day+dal (Limit-Rs.60/-) Child: 500g per adult per day+dal (Limit-Rs.45/-)

Adhoc Food Assistance When distress conditions persist
Persons attending the sick or infant children who cannot go out and earn their livelihood. Able-bodied persons but temporarily rendered weak due to want of food, malnutrition or as result of illness. People deprived of cooking their food due to inundation. To be sanctioned by Collector for specific households

Food Assistance on Cards
Sanctioned for longer duration to prevent starvation & malnutrition Who are eligible: Mentally challenged persons Crippled or invalid persons Blind persons Advanced age or physical infirmity Helpless widows Persons attending sick or infant children Able-bodied persons weak due to want of food, malnutrition or illness. Authority to sanction: Sarpanch/ Chairperson of ULBs/ Mayor of Municipal Corporation - up to 10 days BDO - up to 30 days Sub-Collector up to 45 days Collector up to 120 days

Ex-gratia in case of Death w.e.f. 1st April 2015
No age and income bar Rs.4.00 lakh per deceased from SDRF for 12 calamities approved by Govt. of India + 7 State Specific Disasters declared by the State Government. Death due to Heat Wave (State Specific Disaster) - Rs.50,000/- from SDRF Death due to Boat Accident/ Drowning/ Snakebite during flood considered as death due to flood- ex-gratia from SDRF-Rs.4.00 lakh from SDRF Death due to Boat Accident/ Drowning/ Snakebite during normal times-Rs.4.00 lakh from SDRF (10% limit)

Ex-gratia in case of Death prior to 1st April 2015
Rs.1.50 lakh per deceased from SDRF for death due to any of the 12 calamities approved by Govt. of India (effective from till ) Rs.1.50 lakh per deceased from CMRF for death due to Lightning/ Boat accident (other than during flood)/ Tornado/ Whirlwind effective from till Rs.10,000/- per deceased from CMRF for death due to Heat Wave Death due to Drowning/ Snakebite other than during flood- NIL Ex-gratia for death due to calamities approved by GoI prior to and due to lightning prior to at pre-revised rates

Procedure for sanction & payment of ex-gratia
Inform within 24 hours with details Refer Para-256 of ORC for procedure Revenue Inspector to initiate case record for sanction of ex-gratia Ex-gratia to be sanctioned by Collector in favour of the Next of Kins of deceased Disbursement within 7 days from available fund Issues: ex-gratia in case resident of one district dies in another district ex-gratia in case of death due to wall collapse falling of trees under the impact of cyclonic circulation ex-gratia where body is not recovered Circulars, clarification letters reg ex-gratia.pdf

Assistance for loss of limbs, eyes, injury for 12 approved calamities
Loss of limb or eyes (>60%) – Rs.2.00 lakh Loss of limb or eyes (40-60%) – Rs.59,100/- Grievous injury requiring hospitalization for more than one week - Rs.12,700/- Grievous injury requiring hospitalization for less than one week - Rs.4,300/-

Shelter Materials and Utensils
Rs.2,000/- per household for loss of utensils/ household goods Rs.1,800/- for clothing per household Condition: For families whose houses have been washed away/ fully damaged/ severely inundated for more than two days

Agriculture Input Subsidy (to farmers having land holdings up to 2 ha
Condition: Crop loss of 33% and above & restricted sown areas a. Agriculture/ horticulture/ annual plantation crops Rs.6,800/- per ha. in Rainfed areas Rs.13,500/- per ha. in Irrigated areas; Minimum Assistance:Rs.1000/- b. Perrenial crops Rs.18,000/- per ha. Minimum Assistance:Rs.2,000/-

Condition: 1. Crop loss of 33% and above & restricted to sown areas 2. Assistance will be subject to ceiling of 2 ha. a. Agriculture/ horticulture/ annual plantation crops Rs.6,800/- per ha. in Rainfed areas Rs.13,500/- per ha. in Irrigated areas b. Perrenial crops Rs.18,000/- per ha.

Agriculture Input Subsidy to Sericulture farmers:
Condition:: 1. Assistance is limited to farmers having land holding up to 2 ha. 2. Crop loss of 33% and above Rs.4,800/- per ha. for Eri, Mulberry, Tussar Rs.6,000/- per ha. for Muga.

Crop loss assessment Modalities for crop loss assessment for payment of agriculture input subsidy.pdf Field level assessment for localised calamities by Joint Team (RI, Agriculture & Horticulture personnel) Assessment through crop cutting experiment for paddy and other major crops in case of widespread calamities Crop assessment to be undertaken by Joint Team (RI, Agriculture & Horticulture personnel) through eye estimation and crop cutting experiments Eye estimation survey in every village - grids (patches of crop land) where crop loss appears more than 33% to be identified Crop cutting experiments shall be taken up only in such identified grids where the crop loss appears more than 33% Tahasildar to draw village-wise programme for crop cutting experiment

Crop loss assessment contd…
The crop cutting experiments shall be carried on representative fields with the consent of the owner in presence of two important persons of the village. The representative field is to be selected by the RI himself in not less than three fields taken at random in a village. If the sample crop cutting experiment indicates crop loss of 33% and more, then crop cutting experiments shall be undertaken in each and every village to ascertain actual loss.

Determination of Drought as per National Drought Manual 2016
Step 1: Mandatory Indicators viz. RF deviation or SPI or Dry Spell (as per matrix) Step 2: In the event the first drought trigger is set off in Step-1, the Impact Indicators will be examined as per the matrix. Impact Indicators Crop Area Sown (Agriculture) VCI or NDVI Deviations (Remote Sensing) PASM / MAI (Soil Moisture) SFI / RSI / SGWI (Hydrology) States may consider any 3 of the 4 types of the Impact Indicators (one from each) for assessment of drought, the intensity of the calamity and make a judgement. Assistance for De-silting of sand/ silt deposit from Agricultural land
Rs.12,200/- per ha Conditions: Assistance limited to farmers having land holding up to 2 ha. Subject to condition that no other assistance/ subsidy has been availed of/ eligible to beneficiary under any other Govt. scheme * Sand Deposit > 3 inches Assessment by Revenue Administration Detailed list to be approved by Collector

Assistance for loss of land due to Landslide or change of course of river
Rs.37,500/- per ha. Conditions: Assistance limited to farmers having land holding up to 2 ha. Assessment by Revenue Administration

Animal Resources Sector
Assistance for replacement of milch/ draught animals & poultry (To SMF only): Milch animals Rs.30,000/- (Buffalo/ Cow/ Camel/ Yak, etc) (Restricted to 3 animal per house hold) Rs.3000/- (Sheep/ Goat) (Restricted to 30 animals per house hold) Draught animal: Rs.25,000/- (Camel/ Horse/ Bullock, etc.) Rs.16,000/- (Calf/ Donkey/ Pony/ Mule) (Restricted to 6 animals per house hold) Poultry: Rs.50/- per bird (Maximum ceiling-Rs.5000/- per household) Provision of cattle feed/ medicines: Big animals - Rs.70/- per day Small animals - Rs.35/- per day Any one of these items

Assistance to Fishermen
For repair / replacement of boats, nets damaged or lost- Repair Rs Rs.2100 Replacement Rs Rs2600 This assistance will not be provided if the beneficiary is eligible or has availed of any subsidy/ assistance, for the instant calamity under any other Government Scheme. Input subsidy for fish seed farm- Rs per hectare De-silting/ repair/ restoration of fish farm- Rs.12,200 per hectare (Limited to SMF)

Assistance to Handloom & Handicrafts Artisans
Damaged equipments- Rs 4100/- per person Raw/ processed material-Rs 4100/- per person

Repair/ Restoration of damaged Infrastructure
Expenditure from SDRF/ NDRF is permissible only for repair/ restoration (of immediate nature) of damaged infrastructure (such as 1.Roads & bridges 2.Drinking water supply works 3.Irrigation 4.Power (only limited to immediate restoration of electricity supply in affected areas) 5.Schools 6. Primary Health Centres 7. Community assets owned by Panchayat.) Only repair/ restoration of immediate nature covered - Ceiling of expenditure prescribed Permanent restoration/ reconstruction to be covered under plan scheme Provision under annual budget for maintenance/ repair to be utilised first.
