How are we falling off? Strong intellectual property protection in developing countries mean people do not get the medicines they need The low level of knowledge on intellectual property and trade related barriers to accessing treatment is a huge problem in demanding affordable treatment. The new retargetting exercise proposes a increase in the reach of treatment which also means countries have to put more funding to the purchasing of ARV. Given the phase out in treatment purchashing in countries like Dominican Republic and Haiti, governments have to assume the purchasing role.

What can be done? Resource mobilization Community systems capacity
An important case needs to be made at a regional scale on the importance to treatment scale up and the barriers that patent laws in the different territories and countries within the Caribbean. Community systems capacity With resource mobilization should come the strengthening community systems to understand how the purchasing is happening in each country and how does the health system function. Advocacy!
