3. ASSESSMENT AND REPORTING ARRANGEMENTS
ARA explains the statutory requirements and provides information and guidance on KS1 National Curriculum assessment and reporting arrangements in 2017
All those responsible for assessment and reporting in KS1 need to refer to ARA

5. October 2016 announcement
No new tests before the 2018 to 2019 academic year
KS1 English grammar, punctuation and spelling test will remain non-statutory this year
No statutory year 7 resits for pupils not reaching the expected standard at KS2
EYFSP will remain in place for the 2017 to 2018 academic year
Improved guidance for the moderation of TA; mandatory training for LA moderators
Publication of Rochford Review of assessment for pupils working below the standard of the tests
Consultation on primary assessment and its implications for accountability to be published shortly

6. Consultation on primary assessment
Will cover the key issues, including:
The best starting point from which to measure the progress that children make in primary school
The role and operation of teacher assessment
Rochford review recommendations considered in a parallel consultation
This will consider how pupils working below the standard of the national curriculum assessments can demonstrate attainment and progress
The recommendations included the removal of P scales and the extension of the interim pre-key stage standards to include all pupils engaged in subject-specific learning
STA wants to hear from teachers and everyone with an interest in education. Please make your voice heard

8. Scaled scores Derived from pupils’ raw scores
Scaled score of 100 represents the ‘expected standard’
What 100 represents will stay the same each year
Number of marks required for a scale score of 100 may change

10. Test administration guidance (TAG)
Important information for headteachers and test administrators about what to do before, during and after the tests.

Failure to administer tests according to the guidance could lead to a maladministration investigation

11. Insufficient test materials

12. Contact STA if:
A delivery does not contain the materials shown on the delivery note
Anyone suspects that there might have been a breach of security with the test material; or
Any of the test packs are unsealed or damaged on arrival. (Might be asked to send a photo of damaged pack to STA)

13. Monitoring visits
Local authorities will monitor a 10% sample of schools and academies
Visits will take place before, during and after KS1 Phonic Screening Check week
Monitoring visitors should observe the complete KS1 Phonic Screening Check administration process:
storing the test packs securely
opening the test packs (if appropriate)
administering the screening check
storing the Phonic Screening check papers securely

15. What are access arrangements?
2017 guidance available at
Additional arrangements to enable pupils to take part in national curriculum tests
They must never give an unfair advantage
Arrangements based on normal classroom practice
Evidence not required except for monitoring visits
No KS1 notifications or permission required
Failure to administer access arrangements appropriately could result in a maladministration investigation

16. Section 5. 2 of the ARA https://www. gov
provides a summary of who access arrangements are for and how they can be used.
Access arrangements might be used to support pupils:
who have difficulty reading
who have difficulty writing
with EAL Section 5.3 (page 18 ARA)
with a hearing impairment
with a visual impairment
who use sign language
who have difficulty concentrating
who have processing difficulties
Due to the diversity of pupils’ needs this list does not cover everything.

17. Special consideration for KS1 tests
There is no special consideration for KS1 tests Section 12.3 TAG.
If a pupil experiences extremely distressing circumstances at the school’s planned time for administration, consider postponing the test for that pupil until later in May.
If a pupil’s test result does not reflect their actual attainment, this may be taken into account alongside other evidence from their classroom work to inform the teacher assessment judgement.
Compensatory Marks Section 12.2
There is no need to apply for compensatory marks and the number of marks that should be awarded to these pupils will be available to schools from the national curriculum assessments helpline at the beginning of June.

18. KS1 pupil results KS1 tests are marked internally
Each of the KS1 tests has 2 papers – when marking add the scores from both papers to calculate the raw score for the test

19. Headteacher responsibilities
Consider taking steps to protect staff involved against allegations of maladministration
Test papers and children’s completed scripts are securely stored - See Page 11 TAG
All staff are aware of the test timetable and children have correct equipment - See Section 8 to 10 of TAG
Sufficient resource available to administer the tests according to guidance in TAG Section 6.2 electronic copies of test material will be available from 2 May
All test administrators well briefed - See Section 4.1 ARA
All staff, children and parents understand how tests will be administered
Consider inviting a governor or another trusted member of the school community who is not otherwise involved in administering the tests to observe. They must be familiar with the contents of the TAG and other guidance on administering the tests.

26. Preparing a Phonics Test Timetable
Schools decide the start times of the tests but tests must be taken on the day they are timetabled
Timetables should have been submitted to the LA no later than 5 May
Monitoring visits by LA/STA
Unannounced visits to at least 10% of schools before, during and after the test period
LA representatives will monitor security arrangements and check that schools are administering the tests in accordance with published procedures
STA will also make some monitoring visits to schools

27. Rochford Review
The Rochford review of assessment arrangements for pupils working below the standard of national curriculum tests in KS1 and KS2
These included a set of ‘pre-key stage standards’ designed to be used for teacher assessment of children working above the level of the P scales but who have not completed the full programme of study by the end of Year 2 or Year 6
P Levels will continue to be used this year
The Rochford Review published an interim statutory solution, in consultation with representative stakeholders, in December Schools will use this interim statutory solution in 2016 to assess pupils working below the standard of national curriculum tests and above the performance scales (P scales)

31. Reporting to parents section 9 ARA
The report must cover the pupil’s:

attendance record
At KS1, it must also include:
outcomes of statutory national curriculum TA in English reading, English writing, mathematics and science
a statement that TA outcomes take into account the results of statutory national curriculum tests in English reading and mathematics
where appropriate, a statement explaining why any national curriculum test has not been taken
If a parent requests access to their child’s national curriculum test results, this must be made available to them.
