Bilingual/ESL Compliance: Snapshot Preparation 101

Overview The purpose of this presentation is to provide administrators with an overview of what is required as you prepare your campus for Snapshot

Due Dates: Bilingual/ESL Certification Assurance 2016- due October 1st
ELL Compliance Review for Snapshot- due October 1st

Step 1: Match ELs with ESL Certified personnel
Use “Flow Chart Identifying ESL Certified Teacher” to determine ESL Certified staff Use “How to Run a LEP Report in TEAMS” to identify ELs needing services from an ESL Certified teacher

Step 2: Teachers on permit need to sign up for training
On-Line ESL Certification Training Options and Reimbursement Face-to-Face ESL Certification Training Options and Reimbursement ESL Preparation Travel Request

Policy. (a) Every student in the state who has a home language other than English and is identified as EL shall be provided a full opportunity to participate in a bilingual education or ESL program

LPAC Meeting Compliance
Set-up a year at a glance meeting calendar with monthly LPAC meeting dates to include monitoring LPACs, Pre-STAAR, End of Year, Denial Follow-ups, etc. Recruit and train LPAC parent/s- minimum of 3. Keep parent training certificate on file along with confidentiality document Conduct professional staff training for teachers who have not been LPAC trained. Keep training certificate on file along with confidentiality document Set up an LPAC journal to include campus year at a glance LPAC calendar, parent training certificates, professional staff training certificates and pink LPAC copies for all LPAC meetings conducted

Lead Teacher Responsibilities
Maintains the LPAC journal Ensures a parent representative is present for LPAC meeting Attends Bilingual/ESL Lead Teacher Meetings Submits all required documents/LPACs within the specified deadline Keeps campus administration and staff informed regarding new rules, regulations and upcoming deadlines Conducts campus LPAC training to ensure accuracy in POLARIS and compliance with TEA Guidelines

LPAC Administrator Responsibilities
Ensures the campus has a year at a glance LPAC calendar Is present at all LPAC meetings Attends Bilingual/ESL Lead Teacher Meetings as needed Ensures campus meets LPAC submission deadlines Provides lead teacher with an avenue for disseminating Bilingual/ESL updates to staff on a regular basis (new rules, regulations, upcoming deadlines and LPAC completion training via POLARIS

Campus Administrator Responsibilities
Ensure 100% EL students are with certified personnel [refer to Policy.(a)(3); Staffing and Staff Development] Students with Bilingual permission must be scheduled with a certified Bilingual Teacher in Math, Science, Social Studies and Language Arts [refer to Program Content and Design (c)(3)] Office personnel need to ensure every student in a Bilingual classroom has a red folder (Exceptions include: FADL Academy participants, parents have requested to continue services after exit and/or student does not qualify and parents request an open seat)

PK-8 students with ESL permission must be scheduled with an ESL certified teacher in Math, Science, Social Studies and Language Arts to be content-based compliant 9th-12th students with ESL permission must be scheduled with an ESL certified teacher for ELA and ESL certified and/or sheltered trained teachers for Math, Science and Social Studies to be content-based compliant Office personnel need to ensure every student identified as ESL has an orange folder

Campus Administrator Responsibilities (Continued)
PK-8 and 9th-12th students with ESL permission can be scheduled with an ESL certified teacher in Language Arts only and be categorized as “pullout”. However, staffing must be adjusted to meet the needs of students who are long-term and/or recent immigrants who may need a more intensive schedule with access to ESL strategies across content areas to be content-based compliant. Long-term ELs and recent immigrants shall be provided access to an ESL content-based model

Administrators will be provided a teacher roster to update yearly. The roster is utilized to prepare for Snapshot and apply for the necessary TEA Exception and/or Waiver Administrators will also complete an ESL assurance statement documenting the plan of action for serving ELs scheduled with non-ESL certified teachers in core instructional classes

ESL Certification Opportunities
ESL Certification preparation is provided face-to-face or through an on-line platform. Region XI provides the training and World Languages provides registration fees. World Languages will reimburse teachers for the cost of a “passing score”. However, teachers must pay for the certification to be added to their existing certificate. This certification option is only available for teachers providing core instruction to students who have been identified as an EL and are on an Emergency ESL permit.
