1. The Plan - Information Stage 1
In the Spring of 2012 we held 3 information sessions on Neighbourhood Planning in the Parish Rooms and at Balcombe Primary School.
About 200 people attended.
We asked if Balcombe should carry out a Neighbourhood Plan.
The overwhelming answer was YES.

2. The Plan – Issues
Stage 2
Through the Autumn of 2012 we asked you what ISSUES are important to you.
We held 3 drop-in issues sessions in October and attended groups and clubs through November and December. We approached commuters, baby group, the WI, Youth club, the Primary School….
In January we sent questionnaires to every business we could find in Balcombe.
In order to form a PLAN we needed to know what to put in it. This could only come from what you told us.
The results of those ISSUES sessions are summarised on the next boards and have been used to formulate the Objective and AIMS presented here today.

6. The Plan - What Next ? Stage 3
We formulate our Objective and our AIMs to form the framework on which we hang our specific Policies to achieve those aspirations.
The Objective and AIMs presented here today have been based on the Issues we found from our surveys in Stage 2 and reflect what people value most about Balcombe and about a life here.
We also asked what you would like the plan to cover.
The responses indicate what we should protect, enhance or change.

7. Issues, Aims & Policies
How do these fit together ? What is the difference?
Each Aim will have a series of Policies set to achieve that AIM
An ISSUE might be better youth club provision
The AIM would be to “enhance opportunities for young people”
The resulting POLICY might be “ to enlarge the pavilion on the recreation ground to provide a youth club room”
An ISSUE might be lack of housing suitable for old people and young families
The AIM would be to “protect the social mix of the village by ensuring a range of housing types.”
The resulting POLICY might be “ to allocate a site for the provision of a development of sheltered housing”
An ISSUE might be retention of rural views
The AIM would be to “ protect and enhance the landscape”
The resulting POLICY might be “ to allocate a sites to green spaces to protect a valued view”
