College of S&E: Library Committee Special meeting on Open Access Theo Andrew Open Access Implementation Manager Stuart Lewis Deputy Director Library & University Collections

Overview 1.Round up of key developments 2.Terminology: Green / Gold 3.RCUK policy 4.Available funding 5.UoEs position 6.Green/Gold project 7.Role of the Scholarly Communications Team 8.Discussion

Round up of key developments Wellcome Trust OA Mandate 2005 – Block grant to pay publishing fees, administered by the library Finch report June 2012 – Government accepted recommendations RCUK policy on Open Access July 2012 – Revised incrementally March/April 2013 HEFCE REF 2020 – Consultation in progress International – EU Horizon 2020 – Germany – USA (FASTR act)

Terminology Green Publish as normal in your preferred journal but archive a copy of the post-peer review version in the Universitys PURE system so that it can be accessed via Researcher Explorer. Gold Publish as normal in your preferred journal but pay the publisher an additional Article Processing Charge (APC) to make the article free to read on the publishers website. Then archive in PURE.

RCUK policy Peer reviewed research papers which result from research that is wholly or partially funded by the Research Councils: Must be published in journals which are compliant with Research Council policy on Open Access: Gold (Creative Commons By Attribution licence – CC-BY) Green (Creative Commons By Attribution Non- Commercial licence – CC-BY-NC) Must include details of the funding that supported the research, and a statement on how the underlying research materials – such as data, samples or models – can be accessed.

RCUK expectations Year 2013 /14 2014 /15 2015 /16 2016 /17 2017 /18 Open Access 45%53%60%67%75% (note that both Gold or Green routes are acceptable, but block grant to be spent on Gold)

Funding available: BIS money & RCUK grant BIS transitional grant (£609K) 2012-2013 RCUK year 1 block grant (£830K) April 2013 – March 2014 RCUK year 2 block grant (£977K) April 2014 – March 2015

UoEs position Two streams of activity January 2013 April 2013 December 2013 Green Project – BIS transitional funding Gold Project – Yearly block grants

Green project Freedom from BIS to use money in any appropriate fashion to advance amount of research published Open Access Research Policy Group decided to spend this 100% on Green

Green project £110k per College to employ temporary staff to upload papers from authors into PURE Link papers to grants in PURE Science and Engineering: money split per school

Green project Resources to provide central support service in the library – Theo Andrew: Project Manager – Mike Bryce: Project Officer Train School staff & provide backup support Author advice service Project management & reporting

Green project Resources to develop PURE and the Research Explorer – Develop tools to reuse the data in PURE – Improve PURE data entry for OA files – Improve Research Explorer screens

Green project Initial targets (suggested): – REF materials -> 4 submitted papers – Materials from the REF census period – h-index – Any other materials

Gold project Allocation model being discussed by the Research Policy Group – Eligible research organisations in receipt of RCUK OA block grants are expected to establish institutional publication funds, and processes to manage and allocate the funds available for OA charges and other publication costs. – Institutions may use the block grant in the manner they consider will best deliver the RCUK Policy on Open Access in a transparent way that allocates funds fairly across the disciplines and across researchers at different stages in their careers. – RCUK expects that the primary use of the block grant will be for payment of APCs. – We expect research organisations in receipt of an RCUK OA block grant to comply with the monitoring arrangements that will be put in place by the RCUK for this policy.

Gold project Allocation model being discussed by the Research Policy Group – Two models proposed Pro-rata top-up to all existing grants Institutional Publication Fund – RPG and Heads of Colleges making this decision

Governance Research Policy Group has taken ownership of the issue – RPG Open Access sub-group formed to oversee implementation – Chaired by Jo Shaw

Publications Policy Being re-written by the RPG OA sub-group in response to changes in the funding environment: 1.Authors should not sign copyright transfer agreements with publishers that do not allow the author and the university sufficient rights to re-use the publication for local purposes such as teaching, research and promotion. This can be achieved through the use of a suitable licence, such as a Creative Commons licence. 2.Authors must include a record in PURE for all peer-reviewed outputs produced, including a reference (such as a DOI or publisher URL) to the open access version of each output. 3.Authors are required to upload into a PURE either a copy of the final accepted peer reviewed version or a copy of the publisher final version of their outputs (where permitted to do so by publisher agreements). This version will be made available for public access via the Edinburgh Research Explorer where allowed. 4.Authors are encouraged to record and deposit an electronic copy of non-peer-reviewed research outputs, particularly where this may be useful for raising the profile of research and to help increase the impact of University research activity. 5.The exact phrase University of Edinburgh should to be included when identifying the address of the originating institution on all research submitted for publication. 6.The appropriate finance account codes should be used for the recording of open access publication fees incurred either outwith or within the duration of the grant.

The response from publishers Introduction of new discount schemes – Negotiated by Jisc Collections on behalf of RCUK – Either: Membership schemes (e.g. £6,000 fee = 20% discount) Pre-pay schemes (pre-pay for the year = 20% discount) N.B. Requires Institutional Publication Fund Predicted savings in year 1: £150K

The response from publishers Introduction of new discount schemes – Elsevier: Pay for estimates cost of 45% Gold Calculated using last years publication profile All RCUK funded papers will be published for free Potential 55% saving on APC cost No double dipping policy Removing page / colour / figure charges

The response from publishers Other schemes: – Intermediary payment schemes similar to the existing subscription agent role – Jisc APC – Performs central reporting

Role of the Scholarly Communications Team One-stop-shop support for local admin staff & academic authors: – Open Access advice, support, and administration – Copyright & versioning – Sources of funding publication – Research funders open access policies – Open Access Journals (OJS) – Bibliometrics Suite of online resources: – www.ed.ac.uk/is/open-access-research www.ed.ac.uk/is/open-access-research
