4 Survey on "Chargés de Consignation"
Outline Introduction Homogenous practices? Roles and responsibilities? Compliant with CERN electrical rules? Summary 24/06/2016 Survey on "Chargés de Consignation"

5 Concerning only the electrical Hazards
Introduction Survey focus PS Booster – EYETS activities Assess the roles and responsibilities for the process of ”Consignation électrique” and assess the compliance with CERN rules (NF C ) Why this survey? Are the “Consignation électrique” practices homogenous between the machines? Are the Roles and responsibilities well established and understood for the process of “Consignation électrique” in injectors? Are we applying the CERN electrical rules on field or could we improve the situation? Concerning only the electrical Hazards 24/06/2016 Survey on "Chargés de Consignation"

7 Survey on "Chargés de Consignation"
Homogenous practices? Are the “Consignation électrique” practices homogenous between the machines? Are the “Consignation électrique” practices homogenous in the PSB No, the “consignation électrique” practices are not homogenous in the PSB. It depends on the groups and the type of interventions If groups master their equipment and lock-out procedures, they have no knowledge of the electrical status of the other equipment  No overview of the electrical status of the PS Booster 24/06/2016 Survey on "Chargés de Consignation"

8 Survey on "Chargés de Consignation"
Homogenous practices? Practices on field (May be adapted to the context) Tracability (May be adapted to the context) “1er étape” Lock-out done by the First Line on demand of the facility coordinator or equipment responsible or activity responsible “2ème étape” Lock-out done by the equipment responsible “Attestation de 1ère étape” kept by equipment/activity responsible or PSB facility coordinator. “Avis de fin de travail” fill in by paper holder No “Autorisation de travail” “1er étape” Lock-out by First Line No “2ème étape” “Attestation de 1ère étape” kept by equipment responsible/activity or PSB facility coordinator. “Avis de fin de travail” fill in by responsible or PSB facility coordinator. “1ère étape” done by the equipment responsible “2ème étape” done by the equipment responsible No “Attestation de consignation” Equipment OFF (Only for BT equipment, not adapted to the consignation as described by the NF C ) The same group may apply different lock-out procedures depending on the activity to be performed and the status of the PS Booster 24/06/2016 Survey on "Chargés de Consignation"

9 Survey on "Chargés de Consignation"
Outline Introduction Homogenous practices? Roles and responsibilities? Compliant with CERN electrical rules? Summary 24/06/2016 Survey on "Chargés de Consignation"

10 Roles and Responsibilities?
Are the Roles and responsibilities well established and understood for the process of “Consignation électrique” in injectors? The “Roles and responsibilities” are PARTIALLY established and understood for the process of “Consignation électrique” in PS Booster. If Roles and responsibilities are not clear then the traceability of the Lock-out process is lost and people intervene without “Autorisation de travail” in a electrical machine.  CERN organisational structure is not equivalent to the roles and responsibilities defined by the standard NF C which makes the implementation process difficult. 24/06/2016 Survey on "Chargés de Consignation"

11 Roles and Responsibilities?
“Chargé de Consignation CdC - “Consignation en 1 étape” « Consignation en 2 étape » “Chargé d’exploitation électrique” “Chargé de travaux” may perform “La 2ème étape de consignation” in the case of the “consignation en 2 étapes” “Chargé de Chantier” Schematic Organisation following the NF C Coordinate the work on field 24/06/2016 Survey on "Chargés de Consignation"

12 Roles and Responsibilities?
Lock-out launch for the equipment owner (inspection, maintenance, reparations etc.) – Specific location Very usual  Well mastered, near what is requested by NF C standard Lock-out launch for an other group intervention and not for the equipment owner intervention (Work distributed in different locations, external contractors etc.) Not so usual  More electrical roles involved. More difficult to comply with the NF C standard Any YETS EYETS or LS2 24/06/2016 Survey on "Chargés de Consignation"

13 Roles and Responsibilities?
In theory  Not adapted to injectors Group A Work in the PSB done without “Autorisation de travail” Coordination planning meetings and the PSB Facility coordinator are the only guaranty of the communication process in that case “Chargé d’exploitation électrique” ? Group B Missing Group ? Group C ? Schematic Electrical Organisation for CERN in PS Booster 24/06/2016 Survey on "Chargés de Consignation"

14 Roles and Responsabilities?
“Chargé d’exploitation électrique” for injectors is not identified CdC “1ère étape” (First line and inside groups)  Well established CdC “2ème étape”  To be extended “Autorisation de travail” to be accompanied on field CERN should clarify roles and responsibilities in order to comply with the NF C If roles are missing a solution adapted to CERN organisation should be identified and validated No overview of the electrical status of the PS Booster generates difficulties to manage the electrical co-activities on field. In addition, the traceability of the lock-out process is lost. 24/06/2016 Survey on "Chargés de Consignation"

15 Roles and Responsibilities?
Could we define a reference person for the PSB and/or injectors who will do the follow-up and collect the different lock-out actions from the different equipment owners? (Overview) This person should have the knowledge and authority to sign the “autorisation de travail” (Traceability) Responsibility remains within each group, it should not be a substitute to ”Chargé de consignation” and “Chargé de travaux” present in each group 24/06/2016 Survey on "Chargés de Consignation"

16 Survey on "Chargés de Consignation"
Outline Introduction Homogenous practices? Roles and responsibilities? Compliant with CERN electrical rules? Summary 24/06/2016 Survey on "Chargés de Consignation"

17 Compliance with electrical rules?
Are we applying the CERN electrical rules on field or could we improve the situation? The CERN electrical rules are PARTIALLY applied. A lot is already in place. 24/06/2016 Survey on "Chargés de Consignation"

18 Compliance with electrical rules?
PSB is defined as an Electrical facility with electrical non compliance And the use of the “autorisation de travail” is not well established 24/06/2016 Survey on "Chargés de Consignation"

19 Compliance with electrical rules?
Safety electrical Training CdC inside the groups : Around 50% are BR and/or HR (“consignation” for himself) and 50% BC and/or HC (“Consignation” for another group)  100% trained 50% are signed by the supervisor EDH “electrical habilitation” signature project in progress thanks to HSE and to DSOs Should be signed by the supervisor! Habilitation may be completed manually by the supervisor. 24/06/2016 Survey on "Chargés de Consignation"

20 Survey on "Chargés de Consignation"
Outline Introduction Homogenous practices? Roles and responsibilities? Compliant with CERN electrical rules? Summary 24/06/2016 Survey on "Chargés de Consignation"

21 Summary What do you think? Planning? Ressources?
Recovering a global overview of the electrical activities for the PSB and/or injectors is necessary for the LS2 project. For that, it’s proposed to: Identify a reference person for the PSB and/or injectors  resource is needed, could the LS2 project help? (Overview and traceability) What do you think? Planning? Ressources? 24/06/2016 Survey on "Chargés de Consignation"
