2 Changes to the Iowa Snowmobile Program over the past Year
Early in 2017, the ISSA worked with Iowa Legislators and the Iowa DNR to ensure that your snowmobile registration and trail pass user fees are getting to where they are needed, to maintain your local snowmobile trails. The ISSA has worked with the Iowa DNR for the Association to take even greater responsibility for the Iowa Snowmobile Program. The percentage split of the registration funds has been changed from at least 50% to the local side to 70%.

3 Changes to the Iowa Snowmobile Program over the past Year
Special committees have been assembled to administer club grants, groomer placement and repairs, groomer operator training and licensing, and general administration of the program. Ownership of the groomer fleet has been transferred to the ISSA, and the Review and Selection Committee (RSC) has been established to oversee the groomer fleet and placement, as well as the Club Grant Program. We will be following up with all clubs that have committed a Groomer Match towards the purchase of their grooming equipment.

The Iowa DNR will continue to provide registration, law enforcement and safety education oversight, with the ISSA and its subcommittees managing the rest of the Iowa Snowmobile Program, including ownership and operation of the groomer fleet placed with Iowa Snowmobile clubs. 100% transparency and understandable reporting on where all funds are spent and a yearly report including ISSA Snowmobile Program and DNR accountability for Snowmobile registration and trail pass dollars.

6 RSC Committee Members Election
Elections for 3 regional positions are on a 3 year staggered rotation on Saturday at the ISSA convention in November. Nominations for the position up for election shall be received by the Review and Selection Committee Administrators no later than October 15th. Election will be by ballot at the registration office of convention. The regional position nominee must reside within that region at the time of nomination. Ballots can be attained by any Voter residing in the Region up for election. Voters will be required to fill out a Voter Registration to ensure a fair election.

Grant Applications Grants Applications for the 2018/2019 Season will be posted and available for download on the ISSA Website Grant Applications will be posted on the ISSA website in February Clubs must use the new grant application for the 2018/2019 Season 2018/2019 Snowmobile Grant Applications must be received by May 1st 2018 Club Grant Reimbursements Requests must be received by May 1st 2018 Snowmobile Grant Applications and Reimbursements Requests must be sent to the RSC Committee address.

11 Review & Selection Processes
Grant Amendments Grant Amendments can be submitted anytime a Grant Recipients needs additional funding within the Grant cycle. Typical Amendments are for Emergency Repairs, Additional fuel, Trail reroutes, etc. Grant Amendments must be sent to the RSC Committee address or the RSC .

13 Groomer Updates Clubs wanting different or updated Grooming Equipment MUST request for a change in Grooming Equipment in their Grant Application. Upon receiving the Request the RSC Committee will review the request and type of equipment the Club is requesting. The RSC Committee will use the Groomer Selection Criteria Guidelines to determine the requesting clubs qualifications.

Number of Primary and secondary Trail miles club maintains Club trail system location in the state and average snowfall Current equipment in use on the trail system Club Maintenance history with current equipment Past Grooming log records Past Trail Grant and Equipment requests Clubs proposed Groomer Cost Share Clubs ability to work with local government enities for Federal matching funds (RTP Grants)

15 Groomer Operation Grooming Equipment is now owned and maintained by the ISSA All Damage or Breakdowns must be reported to the RSC Committee in a timely manner. Repairs, or Modifications must be approved by the RSC Committee prior to being done. Any person operating the groomer equipment must have completed the Groomer Operator Training course. The Groomer Operator Recertification process will remain in place. Groomer Operator and Recertification Classes will be continued to be offered throughout the state during the snowmobile season.

16 Groomer Policy Updates
Clubs with diversified Grooming Equipment may request to use their equipment for other trail maintenance. If a club has a tractor and would like to use it to pull a mower or clubs with UTV based equipment want to use the unit for trail work. The club can submit to the RSC for the request. The club will need to provide detailed information on their intended use of the equipment. The equipment will still need to be operated by Certified Groomer Operators. Use of ISSA owned Toolcat, mower and Brushcutter are also available for use by clubs and need to be operated by Certified Groomer Operators.
