Rule Changes Heading the ball and/or Goalkeeper punts/drop kicks are NOT allowed in 10U/12U 10U matches now include build-out lines to promote development of technical skills by giving the attacking team more room to develop an attack from the defensive third in an unpressured setting Build-out lines shall be placed across the field equidistant between the top of the penalty area and the halfway line Build-out line (instead of the halfway line) now used for determining offside infraction Opposing players must move back behind the build-out line for a goal kick or when the Goalkeeper has possession of the ball Goalkeeper or player taking goal kick does not have to wait for opposing players to move behind the build-out line. However, they must distribute the ball to a teammate inside the build-out line. Opposing players may challenge as soon as the Goalkeeper releases the ball by throw, roll, or pass. On goal kicks, opposing players may challenge as soon as the ball is kicked. (Note that this is different from the requirement of when the ball is in play. On a goal kick the ball is not in play until it leaves the penalty area.) Build-out lines do NOT apply to 12U, free kicks or normal play
