SCA article published July 1, 2016 In 2017: Continue charge with updated strategies to reflect ongoing issues Evaluate impact of Coast Guard action on BAR Manual, Form, and reporting system regulatory project

Developed content for NASBLA’s responses to two BAR ICR notices Developed content of, sponsored teleconferences on NASBLA Resolution (passed July 27, 2016) In 2017: Continue charge in anticipation of Coast Guard policy and regulatory actions

Erac CHARGES State-Level Statistical Report Template (B3) In 2016:
Early March, conducted beta review of state reports pulled from BARD Coast Guard staff working with BARD vendor to resolve identified issues State members currently conducting more test pulls, giving feedback Coast Guard staff expects functional product by end of cycle In 2017: Continue charge for product rollout, instruction development, refinements

In 2016: Completed content of Good Practices: Writing Recreational Boating Accident Report Narratives, with sample narratives In 2017: Request NASBLA’s Enforcement & Training Committee to identify other delivery methods Encourage widespread use by officers, investigators, other state personnel who review reports

Erac CHARGES Human Factors: Applying Best Practices for Gathering & Examining Data (C2) In 2016: Evaluated Tennessee’s experience using guidance and supplemental report in 2015 boating season Updated guidance and form for two other pilot states: Oregon and Florida Created page in Get Equipped portal of Lighthouse In 2017: Continue charge to examine findings from the other pilot states; refine guidance and form as needed Build Library resources

Erac CHARGES National Recreational Boating Survey (NRBS) Priority Research (C1) In 2016: Data and analysis products developed in prior years were applied to other NASBLA projects In 2017: Current charge will be split into two Provide input to Coast Guard regarding design, method, analysis of next survey Research on implications of changing fatality rate calculations.

Group created as part of new subcommittee structure Served as enhanced monitoring body, core base for deciding next steps on issues in this area In 2017: Take on new charge regarding capture/ recording of hull design characteristics and detail in accident investigations Continue explorations of other topics, including engine cut-off switches, and basic flotation issues (as apply to canoes/kayaks)
