1 MALABO FOOD SECURITY AND NUTRITION COMMITMENTS: DATA AND RESEARCH GAPS
ReSAKSS Conference Side Event: 18 October 2016 Research Gaps for Food and Nutrition Security under CAADP Namukolo Covic (PhD) IFPRI, Addis Ababa

2 Malabo Food Security and Nutrition Commitments-A
Increase agriculture productivity At least 10% Government expenditure on Agriculture 6% growth in the Agriculture sector Evidence based policies and supportive institutions Reduce post harvest losses Establishment of multisectoral coordination bodies for implementation of NAIPs Integrate social protection measures to protect agricultural productivity and resilience

3 Malabo Food Security and Nutrition Commitments-B
Use agriculture as a key strategy to address hunger End hunger by 2025 (Undernourishment to <5%) Reduce stunting to 10% by 2025 Reduce underweight to 5% by 2025 From the CAADP Results Framework Minimum diet diversity and minimum meal frequency for 6-23 months (minimum acceptable diet) Minimum diet diversity-women years

4 Data and Research Gaps Malabo/CAADP Results Framework Item
Data/Research Gap Increase productivity Lagging diversification. Best combination of interventions for nutrition impact? Need fertilizers tailor made to local soil profiles; need to test the agrobiodiversity index 10% Government expenditure on Agriculture What does this mean? Inputs? Roads? What is the best approach under different contexts? Which combination is best reflective of meaningful government expenditure Evidence based policies; supportive institutions How is this happening if at all? How responsive is the process? What are the barriers? What capacities are needed? Reduce post harvest losses The real situation under different scenarios for different foods? How can it be prevented? Food contamination? Multisectoral Coordination Bodies for NAIP implementation What are the most effective structures and modalities? Capacity need is a barrier; What are best practices to develop needed capacities? Integration of social protection measures + resilience Relatively little information. How can Nutrition best be mainstreamed? Sustainability aspects need attention.

5 Data and Research Gaps Malabo/CAADP Results Framework Item
Data/Research Gap Agriculture as a key strategy to address hunger Limited evidence on impact of agriculture on nutrition. Agriculture must become more nutrition sensitive? How can this be best achieved under different contexts? Countries reflect disparities of mainstreaming nutrition. Undernourishment to <5% There are countries that have reached this yet different forms of malnutrition persist. Mostly national FBS data. limited availability/use at sub-national? Reduce stunting to 10% by 2025 Useful indicator but many causes. Low periodicity of collection; Difficult to link to agriculture interventions.; What proportion of stunting reduction can be attributed to CAADP? ***** Minimum diet diversity (MDD) and minimum meal frequency (MMF) for 6-23 mo MDD: More direct link to agriculture and economic food access. Very limited data; Should be considered for programme impact; Need to know if MMF is correlated to women’s farm labour intensification impacting care practices. Minimum diet diversity-women years More direct link to agriculture and economic food access. Very limited data; Should be considered for programme impact; Can we predict MDD based on income or agrobiodiversity?

6 Concluding remarks Where data is available its use is limited
There are many areas where both research and data are needed Dietary indicators related to nutrition should be given greater research attention under different food security scenarios. Social protection is advocated for but implication on national budgets should be given adequate attention.
