There are million disabled people in Yunnan Province, accounting for 6.46 percent of the total population in Yunnan
And 213 thousand of them are people with mental health problems which take up 7.39% of all.

From the process of identification to provide rehabilitation service and social support to people with mental health problems, it needs the supports and referrals among different government departments, like DPF, health, education, public security and others. While the referrals are not well developed.

7. Collaboration Mechanism
Set up leading committee with participants of different government departments below. Government takes the lead and health department take the initiative, the monthly committee meeting will be organized in the prefectural and county level. During the meeting, they will exchange the information, share experience and discuss the problems encountered. Different provincial committee members will take turns to leading the quarterly supervision in the prefectural and county level.

9. Measures Taken
Improve mental health management coordination mechanism and establish the management team ;
Set up basic service systems and networks ;
Carry out the treatment of people with serious mental disorders;
Explore to build up rehabilitation institutions of mental disorders in the community and promote community rehabilitation etc.

10. Achievements
As a result, people with mental health problems and their families don’t need to go to different government departments for different information and supports. This is much more convenient for them and there are increasing people with mental health problems who has registered and received services.
For example, the Situation of Patients in two pilot areas below
Baoshan City:
Registered patients-10, 586
Rate of treatment-65.78%, and it is increased 16.97% compared to the rate last year
Yuxi City:
Registered patients-9, 829
Rate of treatment-62.27% and it is increased 10.23% compared to the rate last year

11. Multi-departments Collaboration Results
As the object of governance, patients can enjoy the multi-channel, multi-level reimbursement and compensation, which can basically guarantee standard treatment.
Expand services and increase the contents of service from extra medical rehabilitation to community rehabilitation services
The rate of recurrence and offensive affairs is significantly reduced, with a increased recovery rate.
Departments reduce cost and improve its working efficiency.

13. The dynamics among different government department
The county level cooperation and exchange are very important to the rehabilitation service quality for people with mental health problems. And the rehabilitation workers and village doctors who provides the basic and most accessible services for people with mental health problems in the villages. And their role of service provider and information gatekeeper are crucial to people with mental health problems.
