OPEAS Report to OC The Operating Practices & Event Analysis Subcommittee (OPEAS) held its regularly scheduled meeting by webinar on January 17, 2017 and a special combined OPEAS and Operating Issues Work Group (OIWG) meeting on February 16, 2017 in Salt Lake City. The agenda items were covered at the meeting. Significant items are summarized below. Western Electricity Coordinating Council

Approval Item There were no approval items from the webinar on 1/17/2017. Western Electricity Coordinating Council

5 Performance Work Group
PWG crafted language for NAESB on changes to the time error correction limits to +/-85 seconds. (NAESB took no action as NERC voted to retire BAL-004 Time Error Correction). PWG will be assisting in the calculation and analysis of frequency performance for the Western Interconnection. The SAR for the BAL-002-WECC-2 field trial to eliminate R2 (spinning reserve) is with NERC. BAL-004-WECC looking to revise maximum permissible accumulation of primary inadvertent from a multiple of peak load to a multiple of L10 (150% of peak load/gen to 60% of L10). 6 NERC Event Analysis Subcommittee Report
Version 3.1 of the Event Analysis process became effective 1/1/ The changes primarily relate to ERCOT. Six new Lessons Learned, five relate to ICCP. Western Electricity Coordinating Council

Event Presentations Two events were presented. Both events related to faults not clearing properly due to equipment problems or relay scheme design. Event 1: A circuit breaker failed to clear a fault. The design of the breaker failure scheme was faulty. The fault only cleared when a tie feeding the station mechanically failed causing an additional fault which is cleared remotely. The fault lasted 17 seconds and triggered UVLS. Event 2: A circuit breaker faulted while attempting to clear a line fault. The bus protection failed to operate so the fault was cleared by source lines tripping at the remote ends. Disturbance Log OPEAS discussed how the disturbance log was managed prior to the NERC Event Analysis program and how we should operate moving forward. It was agreed that WECC should continue to seek updates on outstanding recommendations. Western Electricity Coordinating Council

EPAS Charter Charter Process Reviewed the charters of the groups that will be merging into and reporting to EPAS. Reviewed the mission of EPAS as defined in the Organizational Structure Review Task Force proposal approved by OC. Western Electricity Coordinating Council

EPAS Charter Purpose & Responsibilities Focus on analyzing events and Interconnection-wide performance Direct and review work of subordinate work groups Identify trends Promote development of lessons learned, best practices and performance improvement recommendations Track resolution of recommendations in event reports Western Electricity Coordinating Council

EPAS Charter Motion: Resolved, that the WECC Operating Committee hereby approves the charter of the Event and Performance Analysis Subcommittee (EPAS) Western Electricity Coordinating Council

Action Items The EPAS chair will work with the Situational Awareness and Security Monitoring Subcommittee (SASMS) chair to create a group to regularly review Event Analysis Preliminary Reports. The PWG should add closed session capability to their charter. EPAS Subordinate Work Groups shall update their charters to reflect their new reporting structures. EPAS should review the WECC “Event Reporting and Analysis Process” Guideline Western Electricity Coordinating Council
