5 AIAA Hypersonic Technologies and Space Planes (HyTASP) PC Charter
Today, hypersonics involves cutting edge technologies comparable in their potential to the development of the jet engine, high-speed swept-wing aircraft, and the breaking of the sound barrier. The goal of the HyTASP committee is to ensure that our hypersonics knowledge base, advanced over the last decade, flourishes and leads to expanded market opportunities in the 21st century. The committee involves government, industry, university and international members, working within the framework and charter of the American Institute Aeronautics and Astronautics (AIAA). We will promote continued hypersonic technology progress through both ground and flight-testing. We will accomplish this by: Coordinating and focusing hypersonics activities across the AIAA. Working with other US and international societies to enhance an awareness of hypersonics issues and opportunities. Promoting conferences, short courses and the writing of position papers to expose the technical community, government and public to the importance and potential of hypersonic flight. With regard to the last point, a major activity of the committee is the organizer of the AIAA International Space Planes and Hypersonic Systems and Technologies Conference, held every 18 months Discussed highlights from Sunday’s ABP Steering Committee Meeting. International Space Plane and Hypersonic Systems and Technologies Conference Technical Committee Member Prerequisites and Responsibilities Member Prerequisites Should be well connected throughout hypersonic community within the country represented by them: government, industry, and academia Should be proficient in both science and engineering of hypersonics and be able to advise the committee on the quality of abstracts that are submitted to a conference Should have ongoing tenure and support with their sponsoring organizations so member position can be maintained over several conference cycles. (Conferences typically take place every 18 months.) 31 A Rebirth of the US Hypersonics Industry Team
The original US HIT (Hypersonics Industry Team) was formed in late 2008 and kicked off in January 2009.  Its purpose was to establish a consortium of US companies involved in hypersonics programs and activities and develop consensus positions and messages regarding US hypersonics programs and activities The HIT did not advocate for or against specific programs  - instead the HIT focused on several broad goals and identified the technologies needed to achieve those goals The HIT was an “education and outreach” organization as defined under the US Internal Revenue Service Code and was a Sub-Chapter S Corporation, a subsidiary of McKinney Associates The HIT’s executive director (Leon McKinney, president of McKinney Associates) met with key personnel in the executive branch agencies – DoD, USAF, Navy, Army, NASA and OGAs - and in the US Congress The HIT focused on US government entities, and foreign entities (companies and/or governments) were never part of the mission. In addition to many, many meetings, the HIT hosted two very successful events – a luncheon on Capitol Hill and a forum in Rosslyn By all accounts, the HIT was an extremely successful endeavor, which unfortunately came to an end in December 2011 The staff in the Washington Operations offices of several HIT member companies believed the HIT was a “lobbying organization” and prevailed upon their companies’ management to resign from the HIT Resulting loss of funding left the HIT with insufficient resources to perform at the level expected With hypersonics programs and activities receiving increased attention in the US and internationally, it’s high time for a rebirth of the HIT! 32 The American Hypersonics Society
Leon McKinney proposes a rebirth of the original US HIT as the “American Hypersonics Society”, or AHS The name can be changed as interested parties come together to kickoff this new organization, but for the purposes of this discussion AHS will be a placeholder The new AHS will function very similar to the old HIT, with a very important exception: The new AHS will not engage with the US Congress – and this will be formalized in the AHS Charter and Mission Statement Any contacts with the AHS initiated by US Congress Members, Members’ Staff, or Professional Committee Staff will of course be welcomed (the AHS won’t hang up the phone or ignore messages), but the response of the AHS will be in accord with procedures established by the AHS Executive Committee AHS corporate members (companies) and individual members obviously will be free to engage with the US Congress as they will The AHS will focus on outreach to US government entities, the media, appropriate technical and educational societies, and the general public The AHS will also collaborate with the AIAA HyTASP and other AIAA TCs and PCs The AHS will also engage with appropriate international technical organizations (e.g. ISABE, IAF, etc) The AHS will host various events – public and closed - featuring speakers, panel discussions and exhibits in the Washington DC area, Southern California, and other TBD locations The AHS will publish for a members-only monthly update and maintain a mixed public/private website with the latest news Many confusion over the winner of the Gorden Oates Award – Better communication to AIAA needed RPS – some discussion on the Billig award name change (and dissenting opinion). 33 The American Hypersonics Society
AHS membership is envisioned to consist of several tiers (precise details still TBD): Executive Committee (ExCom) – Corporate and / or individual members paying annual dues of ~ $5,000 Small Businesses ( < 100 employees) and / or individuals can serve on the ExCom by paying ~ $2,000 The ExCom will oversee the AHS Executive Director and be responsible for the AHS Charter, Mission Statement and Operations General Members – Corporate members and/or individual members paying annual dues of ~ $1,000 The General Members will have at least 1 representative on the Executive Committee ExCom Members and General Members receive preferential treatment at AHS events Private meetings with key US Government personnel No charges for exhibits Associate Members – Corporate and/or individual members paying annual dues of ~ $200 Free admission to all AHS events Many confusion over the winner of the Gorden Oates Award – Better communication to AIAA needed RPS – some discussion on the Billig award name change (and dissenting opinion).
