Chapters 1-35 are prophetic, with the theme of condemnation.
Chapters are historic, and the theme is confiscation.

2. Isaiah 40:1
Comfort, comfort My people, says your God.

3. Comfort, Comfort
To sigh, i.e. Breathe strongly; by implication, to be sorry, (in a favorable sense) to pity, console
Here the topic of consolation is, that their calamities were about to come to an end, in accordance with the unchanging promises of a faithful God – Albert Barnes

4. 2 Corinthians 1:3-4
Blessed be the God and Father of our Lord Jesus Christ, the Father of mercies and God of all comfort, who comforts us in all our affliction, so that we may be able to comfort those who are in any affliction, with the comfort with which we ourselves are comforted by God.

5. The Holy Spirit
John 14:16 And I will pray the Father, and He shall give you another Comforter, that He may abide with you for ever;
John 14:26 But the Comforter, which is the Holy Ghost, Whom the Father will send in My name, He shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.

6. The Holy Spirit
John 15:26 But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, He shall testify of Me:
John 16:7 Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send Him unto you.

Comfort, comfort My people, says your God.

8. God Is Redemptive
Romans 9: As indeed he says in Hosea, “Those who were not my people I will call ‘my people,’ and her who was not beloved I will call ‘beloved.’” “And in the very place where it was said to them, ‘You are not my people,’ there they will be called ‘sons of the living God.’”

9. Isaiah 40:2
Speak tenderly to Jerusalem, and cry to her that her warfare is ended, that her iniquity is pardoned, that she has received from the LORD’s hand double for all her sins.

10. Isaiah 40:3-5 - A voice cries: “In the wilderness prepare the way of the Lord; make straight in the desert a highway for our God. Every valley shall be lifted up, and every mountain and hill be made low; the uneven ground shall become level, and the rough places a plain. And the glory of the Lord shall be revealed, and all flesh shall see it together, for the mouth of the Lord has spoken.”

11. Matthew 3:1-3 -In those days John the Baptist came preaching in the wilderness of Judea, “Repent, for the kingdom of heaven is at hand.” For this is he who was spoken of by the prophet Isaiah when he said, “The voice of one crying in the wilderness: ‘Prepare the way of the Lord; make his paths straight.’”

12. Mark 1:1-4 - The beginning of the gospel of Jesus Christ, the Son of God. As it is written in Isaiah the prophet, “Behold, I send my messenger before your face, who will prepare your way, the voice of one crying in the wilderness: ‘Prepare the way of the Lord, make his paths straight,’” John appeared, baptizing in the wilderness and proclaiming a baptism of repentance for the forgiveness of sins.
