3 LEGAL FRAMEWORK Law on environmental protection, nr XII from June16, 1993; Law on ecological expertise and environmental impact assessment , nr. 851-XIII from 29 may 1996; Law on Regime of Harmful Substances and Products nr.1236-XIII from 3 July 1997; Law on industrial security of dangerous industrial facilities, nr. 803-XIV from 11 February 2000; Law on access to information nr. 982-XIV from 11 may 2000 NOTE: Most of legislation are based on soviet-style principle (standards of waste generation and four hazard classes of waste)

6 INSTITUTIONAL FRAME NATIONAL LEVEL
The Parliament of the Republic of Moldova - The Commission for ecology, construction and territorial development – examination and adoption of the state policy. The Government of the Republic of Moldova - The Ministry of Ecology and Natural Resources – elaboration and promotion of the state policy; - The State Ecological Inspectorate – the state control of the enterprises.

development of local waste management programs; co-ordination of the activity of all economical agents who work on subordinated territory; systemic registration of the generation, accumulation, procession of waste; provision of the public information concerning waste administration; insurance of execution of the waste management laws at the local level;

9 EVIDENCE OF WASTE MANAGEMENT
Statistical evidence of waste management Starting with1993 FS nr.1- „Toxic waste” , based four hazard classes of waste. Starting with year 2002 FS nr.2- „Waste”. Statistical evidence of transport of solid household waste Before has been used FS „Special auto transport”, Starting with 2003, FS nr. 2 – GC „Salubrity of urban localities”. NOTE: The waste evidence is fragmented and do not cover all stakeholders (e.g. waste recycling companies do not report any data on their activities, as well as solid waste disposal in rural areas)

10 THE CURRENT SITUATION IN WASTE MANAGEMENT
Increasing the quantity of waste Lack of equipment for the waste collection and transportation Lack of capacities for the waste disposal The waste dumps are common practice for household waste disposal. Annually above 1300 thou. tones are transported to the landfill (170 ha). The existing dumps for waste disposal in rural area come up to 1800, most of them are not corresponding to the environmental protection requirements The total areas of these landfills are above ha.

14 MUNICIPAL WASTE COMPOSITION
From the diagram we observe that the high share of the municipal waste composition have the organic waste With 57% of entire quantity, followed by 12% plastic, 7% glass

19 WHAT CAN WE DO!!!! Harmonization of the national legislation on waste management at UE directives – which will affect positively the public behavior due to increasing the degree of localities sanitation. Development of the National Strategy for waste management and local waste management program; Increase the education and public awareness through sharing examples of the waste impact on human health Creating a good infrastructure for waste management (separate collection, reuse, recovery and final disposal)

20 WASTE MANAGEMENT POLICY
Developing of an integrated and economically efficient waste management in order to protect human health and environment; Refining the way we look at waste – take into account the whole life cycle, i.e. Life Cycle Thinking; Waste prevention: encourage concrete policies; setting targets was not successful; Building a recycling market: promote EU standards and EU market rather than national standards and national markets; Promoting recycling: confidence in recycled materials; set end of waste criteria; recycling of materials rather than of products;

22 FUTURE OF THE WASTE MANAGEMENT IN RM
Draft new law on wastes Develop the National strategy for waste management and the National program for waste management Establish the Plan of a new landfill construction according to EU standard Share the international experience in the field of MSW management in order to promote the BAT and BEP Comply with obligations taken by country in the frames of implementation of the MEAs

23 WASTE COLECTION Promote the separate waste collection , using different containers and modalities for their location (close or open platforms)

24 COLLECTION VEHICLE TYPES
Establishment of measures to minimize the distance of transportation of household waste by using a big volume truck, where it is possible.

25 Encouraging household composting using special waste composting platforms

26 WASTE DISPOSAL Selection of land for construction of landfill should be taken in according with restrictions of geological, hydrological, geographical and environmental aspects;

27 The World of tommorow is the one we build today 
