2 2016.2 M&R 2019 – Why? Current system can be improved e.g.:
too much textual information time consuming not comparable results across MS not (always) consistent with MD some recommendations from MIWP-16 still to be addressed future system should be fully automated (based on metadata) Develop and implement an optimized and effective process according to Art. 21 of INSPIRE Directive, in line with the Better Regulation Guidelines (COM(2015)111) and the aims of the Fitness Check on environmental monitoring and reporting Adopt the concepts of Key Performance Indicators (KPIs), dashboards, country fiches, linking to more extensive reporting resources and reporting service endpoints.

6 Priority 1: Draft KPI framework and how to implement
For discussion Monitoring of the use of network services Existing indicator based on the number of service requests (Article 9) Introduction of new indicator(s) – proposals? Indicator for the List of Priority Data Sets New indicator (proposed by DG ENV) Implementation through metadata keywords Proposed changes to metadata IR/TG (in support of M&R) Better accommodate the definition of related view and download services in the metadata of a data set (endpoint, service type, protocol) and the direct accessibility of these services. Metadata conformance statement on Network services Mandatory metadata UUIDS for: spatial data sets; discovery, view and download services related to a spatial data set; discovery service servicing the metadata of a network service;

7 Priority 2: Draft proposed legal changes (Commission Decision 2009/442/EC)
Discussion on previous proposal from MIWP 16. Proposals accepted with minor changes. Article 1 and 2 stay as they are. Article 3 dropped. Article 4 stay as is. Further recommendations will be provided in guidelines. Article 5 dropped. Article 6 possible statement on Network Services conformity to be added in Metadata. To be checked with legal service. Article 7 dropped. Article 8 stay as it is. Proposal for provision of endpoints. Article 9 dropped. Article 10 proposed change in Metadata conformance statement on Network services. Article 11 stay as it is. Future Reporting will be based on country fiches. Country fiches for 2016 will be finished by mid of March and bilaterally shared wit MS. Based on it the final fiche will be endorsed for future reporting. Article 12, 13 stay as it is. Article 14 a) dropped, Article 14 b) new keywords on priority datasets, Article 14 e) proposal to drop. Article 14 discussion. Difficult to monitor usage. No specific indicators proposed. Possible usage of national geoportals. Article 15 stay as it is. Further recommendations will be provided in guidelines i.e. open data portals, licenses and link to their descriptions. percentage of INSPIRE spatial data under open data Article 16 stay as it is. Further recommendations will be provided in guidelines.

8 Next steps To prepare the document for INSPIRE Committee (IC) with summary of progress and with full planning until the end of (by May 2017)
