Clear legal framework is very important for land administration and land management in general
Land management projects:
- Voluntary based exchange of properties,
- Acquisition of land,
- Expropriation (fair compensation),
- Land readjustment,
- Land rearrangement,
- Land consolidation.
Land management project can be, when it comes to involvement of the owners:
- Voluntary based ?
- Mandatory based !
Property rights must be protected and guaranteed in land management projects

4. Conclusions
Land administration data are the base for land management projects (data about property rights, parcels, value of land and properties)
Institutional aspect is also very important:
- Strong state administration performing land management projects (including survey)
- Committee’s with experts engaged based on contracts (private licensed surveyors)
Client’s (owners) involvement in all phases of land management project is guarantee for successful project
