Presentation Dublin City Council Arts and Culture Advisory Group 16th May 2016 

2 Purpose Purpose (so what /what for)
We are doing a lot already – name different programmes – in city arts office and with other parts of the Council and with external stakeholders How do we harness that and what the future might look like? Increase understanding & awareness of the value of the Arts and their intrinsic value in Education and Learning in Dublin City. Increase investment in provision for lifelong learning in arts, education and learning and ensure the quality of artistic experience through professional development of artists, arts workers, educators and facilitators. Increase access and provision for children and young people to quality arts experiences in local neighbourhoods. Foster strategic vision and partnership that strengthens connectivity between professional artists and arts organizations and formal, informal and non formal education.

3 Vision Where we are at now….our projects and partnerships – with this policy we are acknowledging that the city has a rich group of highly skillls individuals working in the area of arts, education and learning….where we want to go in five years Increase understanding & awareness of the value of the Arts and their intrinsic value in Education and Learning in Dublin City. 5 Our Understanding of Arts, Education and Learning
Where does Arts, Education and Learning Happen? Formal, Non Formal and Informal Education & Spaces What happens when it happens? - lifelong learning, across age ranges, developmental stage and cultural tradition. Individual and social learning Values the arts and their intrinsic value in Education and Learning Value in experiential learning across different artforms How does Arts, Education and Learning Happen? Professional Artists, Art Educators, Educators and Facilitators are vital ingredients to participation International research – the arts are a rich resources for carving out time and space to discover who we are as individuals and our place in the world. From an education perspective, its value lies in rich individual and group learning opportunities, responsive to a range of learning styles and intelligences. ‘Learning by doing’ for educators complements curriculum – in both artform and cross disciplinary subjects.   Guiding Principles:  Learning Innovation   Equality, Inclusivity & Excellence  Learner Centred Partnership & Mutual Respect    

6 Policy Objectives & Actions
Policy Objectives & Actions Our Role – Broker that is Framing and Linking Lots happening in the city already – this policy acknolwedges that there is considerable expertise already, and aims for City Council to offer the framing and linking mechanism to promote and build on this over the next five years Working in partnership, commission ambitious neighbourhood partnerships with National Cultural Institutions, key arts organisations and local Dublin City Area Offices as a means of developing access and provision in local neighbourhoods. Advocate for inclusion of the Arts, Education and Learning Policy within future Arts Plans; Dublin City Corporate Plan; Dublin City Development Plan; and Dublin City Cultural Strategy. ncrease understanding & awareness of the value of the Arts and their intrinsic value in Education and Learning. Increase investment in provision for lifelong learning in arts, education and learning in Dublin City. Ensure the quality of artistic experience through professional development of artists, arts workers, educators and facilitators. Increase access and provision for children and young people to quality arts experiences in local neighbourhoods. Foster strategic vision and partnership for Dublin City that strengthens connectivity between professional artists and arts organizations and formal, informal and non formal education. Policy Actions ( ) Ensure quality experiences by investing in professional development for artists, arts workers and educators through arts grants, bursaries, commissioning, training, evaluation & showcasing professional arts practice in arts, education and learning. Work to enhance connections and collaboration between different areas of the City Council in arts, education and learning. Establish a ‘Young Dublin’ Strategic Alliance with membership from internal and external stakeholders to research and design a city-wide and neighbourhood picture/vision for YPCE (Young People, Children and Education). Explore and research opportunities for the arts in education and the role of the city as partner with formal education in response to the Arts in Education Charter, 2013, in order to increase access and provision for children and young people, as described in The Arts Council Strategy ‘Making Great Art Work’ and the ‘Framework for Collaboration’ between The Arts Council and the City and County Managers Association. Establish a review and evaluation process to track the implementation of the Arts, Education and Learning Policy.
