11 2: BSR Cultural Planning BSR Interreg Seed Money Project (applied 2016, granted 2017)
Aim: Seed Money to prepare a possible main project to apply for funding at Interreg BSR or other funding possibilities.

12 Cultural planning An existing approach: Cultural planning has in Europe/BSR been developed over the last 20 years as a method for creating socially inclusive collaboration involving all citizen groups on public space development. Including neighborhood/community level in urban innovation: Cultural planning involves always city authorities, key stakeholder institutions and citizens reflecting the broad diversity of the population with up to citizens actively involved in phases. Knowledge and co-creation-based: Phases go from mapping, identification of challenges, a shared vision to a joint community project and a strategy forward.

13 Main gaps/challenges A main gap is that - though the method is increasingly used in Europe - it is not broadly known in cities and regions, and there are several gaps which influences negatively the use of it, such as: (a) inadequate cooperation between cities ‘cultural’ and ‘urban development’ departments on the methods, (b) inadequate cooperation between cities and regional/national institutions/experts (intermediaries) specialized in cultural planning (c) inadequate capacity in cities and regions to address follow up of challenges with local communities through realistic strategies for social innovation, anchored in city and region and “co-owned” by community (d) inadequate approaches to engage youth.

14 Main target groups The main target groups are:
City authorities. Key. Further reach to other cities e.g. via UBC and regions et al. Regional authorities (as appropriate) Intermediaries, including specialized institutions and other actors with knowledge on cultural planning and supporting methodologies. OBS: Citizens is not target groups, but beneficiaries in the context of Interreg BSR

15 Expected main project outcome
To have built capacity in cities and regions (in 6 regions), and in specialized support organisations/intermediaries for cultural planning, with particular focus on approaches addressing successfully the listed gaps/challenges.

16 Expected activities and outputs
The main project will include capacity building activities and outputs, which address the listed gaps. The relevance and design of activities will be further analyzed, re-considered and elaborated and may include the following activities: A regional demonstrator in each country, which can share hands-on/practice based learning on addressing regional/local gaps and societal challenges in own societal/cultural/linguistic context. The demonstrator will show all phases in the cultural planning approach, and thus also deal with all the gaps where capacity in must be developed for projects key target groups in cities and for regional authorties and experts/intermediaries. Targeted focus groups, trainings, peer-learning, and conferences, addressing gaps within cities (culture – urban development) and between cities and regions and experts/intermediaries. Regional networks of cities, regions, experts and intermediaries in the field can be created to facilitate access to relevant peers and to facilitate social innovation strategies (regional competence) building on the cultural planning approach. The 6 foreseen regional networks can become a transnational network providing transnational peer-learning . A special supporting tool for cultural planning with youth (and other target groups) in the BSR will be cultural gaming. For our purposes cultural gaming is a way to use game-based learning and interaction to support cultural and societal objectives such as inclusion and sustainable development. The United Nations Habitat has in recent years developed and applied in Europe/USA a tool/method drawing on the game Minecraft, which has est. over 10 million users in BSR. The tool/method will be innovated based on BSR realities and needs for modelling BSR cities/region drawing on available geodata, and used for engaging youth.

17 Building on existing solutions and methods in the BSR
The main project will build on existing solutions and methods in BSR with the aim of overcoming the gaps, limiting the use of methods today, where needs are greatest. The project builds on outcomes of previous projects e.g.: interreg IIIA, Cultural Identity, Cultural Planning in the Oresund Region/2001-6; and most importantly existing networks of practitioners, researchers and cultural & urban planners in cities, universities and NGOs, such as: the Nordic Urban Labs on cultural planning, who gathered in Copenhagen/2014, Borås, Sweden/2016 and will gather in Helsinki/2018, city makers meetings Co-Urbanism/2016 and 2017 in Vilnius connecting actors in Baltic States, Poland, Russia, Belarus etc; the Metropolis Project 2007–2017, and other projects. UBC has also solutions and methods to build from, e.g. the lead partner Pori, chairing UBC Cultural Commission. Builds also very importantly on the preparations made through the Culturability BSR Flagship project

24 How are reports drafted?
For all the three reports the below process agreed is: Partner meeting in Gdansk on Seed Money project. The meeting purpose was to present and qualify a workplan and questionnaire for the three reports. 2. Interviews and dialogue and research related to with cities, regions, intermediaries, funding possiblities (actors listed in application). 3. A draft report in each area is produced. The report is based on an analysis of information gathered and contacts made. Draft report is sent to partners and stakeholders interviewed with request for comments/corrections. 4. A partner and extended stakeholder meeting in Riga. A purpose of the meeting is to provide input to draft report. 5. A revised report based on received comments from partners and stakeholders and further explorations, is finalized, and sent out for comments. 6. Eventual new comments are processed through dialogue. If need arise and resources found a further meeting may be organized. 7. The final report is concluded on.

26 What is the function of the reports?
The reports must provide sufficient quality to move forward preparing a main project. The quality of the three reports must meet certain creteria set by BSR Interreg MA. If the criteria are not met, the grant will not be paid. The quality criteria for the three reports are shown in next three slides:

27 Quality criteria State of Play - Report
Definition 1. The report describes the situation in the field addressed. The situation in the field addressed becomes clear (including e.g. general political and strategic background of the main project, overall regulatory framework and country specific information). 2. The report describes gaps and/or challenges that exist in this field. The existing gaps and challenges in the field are analysed (it becomes clear which gaps/challenges will be addressed by the main project and why). 3. The report describes the needs of the relevant target groups. The report defines the target groups and their respective needs. 4. The report provides an overview of Complementary projects/activities. The additionality of the main project becomes clear (e.g., the project has analysed previous and current activities (projects) in the field and provides a conclusion for the main project).

28 Quality criteria Main Project Plan - report
Definition 1. The work plan describes the planned objectives and results of the main project. The planned project aims and expected results of the main project become clear. 2. The work plan describes the planned methodology /approach of the main project. The planned methodology/approach is coherent for achieving the planned results. The activities and the planned outputs are clearly described and the timeframe of the project is given and comprehensible. 3. The partners involved in the project are defined. The core project partners are named and their competences are explained. The presented partnership is able to implement the planned activities or competences missing are described. 4. The budget plan is presented. The work plan provides a detailed budget plan.

29 Quality criteria Funding Possibilities and Road Map - Report
Definition 1.  Analysed funding sources are explained. It becomes clear which funding sources were selected and analysed (at least three). 2.  Result/conclusion is described. It becomes clear which funding will be targeted by the main project and the decision is clearly justified. In case the seed money project has concluded that it will apply for Interreg Baltic Sea Region the main project has to be in line with the Programme objectives.  3. Road map defining steps to be taken after the seed money project is finalised is provided It becomes clear which steps will be taken next by the partnership.

30 What must we achieve at this meeting?
To provide input (incl. comments and corrections) to the three draft reports. To be done as part of sessions for each report State of Play report: Two sessions Wednesday afternoon Main Project plan report: First session Thursday Fundraising Possibilities and Road map: Sessions before lunch and after lunch. Agree on plan for further corrections/ comments (in writing and as agreed). Announced now, and to be completed as part of concluding session Agree on a road map for next steps Last session

31 What is the further process?
There are two processes: The 3 reports: We must complete the process for the reports as described in the 7 steps on ”how to draft the reports”. Latest deadline for reports is august 2018. Decicions on the two processes will be made in last session
