Background Directive 2008/98/EC on waste introduces a new obligation (Article 29) - to establish and implement waste prevention programmes (WPP) The programmes shall set out the waste prevention objectives, describe the existing prevention measures implemented in the countries evaluate the situation and the potential for improvement

TAIEX Multi-Country Workshop on Waste Prevention and Minimisation Slovak waste legislation Article 7 of Act no. 79/2015 Coll. on waste sets the framework for waste prevention programme (effective since 1 January 2016) The current Waste Prevention Programme of the Slovak Republic for the period of – 2018 was prepared in 2013 in accordance with the waste act then in force (the period of 5 years)

The Ministry decided to prepare separate document – not a part of national waste management plan only one document at the national level – no regional prevention programmes

TAIEX Multi-Country Workshop on Waste Prevention and Minimisation Slovak waste legislation Article 7 of Act no. 79/2015 Coll. on waste paragraph 1 After the environmental impact assessment of the programme has been carried out, the waste prevention programme shall be subject to approval by the Government of the Slovak Republic and once approved, it shall be published in the Journal of the Ministry of the Environment of the Slovak Republic and on its website.

The hierarchy is binding for all waste producers and waste holders

TAIEX Multi-Country Workshop on Waste Prevention and Minimisation Slovak waste legislation Article 7 of Act no. 79/2015 Coll. on waste paragraph 5 No later than within six years of the entry into force of the waste prevention programme, the Ministry shall present to the Government an interim assessment of the implementation of the objectives of the waste prevention programme based on an evaluation of the qualitative or quantitative targets and indicators.

Conclusions MoE SR is preparing document “The assessment of meeting objectives and implementing measures of WPP SR for 2014 – 2018” The document will be submitted to the Government this month – up do the end of November 2017 It is clear from the preliminary assessment that neither the main objective nor the specific objectives are fulfilled

TAIEX Multi-Country Workshop on Waste Prevention and Minimisation Conclusions SWOT analysis Weaknesses Objectives are too ambitious in view of relatively short period and current situation in waste management of the Slovak Republic Too many measures have been taken to meet the objectives, some of them proved inappropriate and unrealistic Other ministries have not joined the implementation MoE does not work with the public; no information and education campaigns have not been realised
