Chapter III: Human Resource Development strategy to 2025
1. Vision to 2030 “Developing human resource to be a strong production power that could respond to the sustainable socio-economic development as directing to industrialization and modernization, being able to integrate and compete with regional and international counterparts with quantity and quality, enables population to access to overall social services and upgrades betterment of living conditions”

2. General goals To achieve Human Asset Index (HAI) at 66 to graduate from the status of Least Developed Countries; To achieve human resource development goal relating to the Sustainable Development Goals of UNDP particularly goals 3, 4, 5, 8, 10 and 16 out of 17 goals; To ensure all Lao population complete lower secondary education; Develop all Lao population to have: Democratic morals Wisdom Health

3. Strategic objectives Increasing political ideology to all citizens depending on Socialist ideology Capacitating and managing civil servants efficiently and effectively Developing basic knowledge and occupational skills Promoting healthcare to all citizens Developing labour force and increasing productivity to respond to the need of labour market periodically Preserving and promoting national culture values to all citizens

Other strategies relating to human resource development: 1) Protect citizens from catastrophic risks causing from climate change, natural and man-made disasters; 2) Promote gender equality by upgrading roles of women in leading-managing positions and increase more participation of women in socio-economic development; 3) Promote regional and international cooperation relating to human resource development

Progression on implementation preparation and next steps

Progression on NHRDS to 2025 implementation preparation
Distributed the strategy to central and provincial level and line organizations during the National Education Reform meeting in 10 June 2016; Completed the 5th National HRD Commission annual meeting in 27 December 2016; Collecting Human Resource Development plan from sectors (currently, there are 8 organizations out of 30 submitted their HRD Plan); Completed the establishment of the National HRD Commission (Renew) and the establishment of HRD Committee at central and provincial level.

Next steps Disseminate the National HRD strategy to 2025 to related organizations (central and local level); Continuously cooperate with the HRD committee on planning the budget for the activities that there are no available budget under the action plan (Appendix 1); Establishing the M&E system (Appendix 2); Producing the HR and labour force development plan Cooperate with development partners, who support the human resource development domestically and internationally.
