5. How could support be best provided?
Ensuring that scope and remit are well defined
Ensuring that regional stakeholders share the same understanding and support the setting of the RSOO
Ensure utilisation of existing blocks and local expertise
Ensure priorities and implementation plan are commensurate to the ressources of the RSOO
Define the role of each donor and partner in the overall plan – leader should be the RSOO
Support each stage while ensuring ownership remains with RSOO

7. EU Technical Assistance Projects
The European Union supports actively a number of international technical assistance projects and has financed and conducted in the past a number of Civil Aviation Cooperation Programs   notably in  its neighboring countries, in Africa, in Asia and in Latin-America.
The EU Technical Assistance activities  support primarily States and Regional Organisations which lack resources and/or expertise to fulfill their obligations  under the Chicago Convention. The aim is always to improve the level of safety and avoid loop-holes that would affect the international nature of civil aviation.  
Amongst these projects with a sustainable and significant outcome, the Technical Assistance projects  should be noted that were developed in the Western Balkans to support those states  in implementing  the EU aviation safety regulations, several projects in South-Asia and South-East-Asia as well as various technical assistance missions in Africa. 
Specifically with regard to Africa, the EU is currently looking forward to develop a number of  additional projects . For many of these activities ICAO is a prime partner for the EU. 
EASA is playing a growing role in the implementation of these projects in close cooperation with the European Commission.
