1 Russian Research e-Infrastructure: focus on a quality of research assessments Sergey Parinov, CEMI RAS, SU-HSE Moscow, Russia

2 Complex of two tasks Technical task: Developing of CRISs and Russian research e-infrastructure integrated them Economical task: Improving of research efficiency in Russia including precise assessment methods for research results and etc.

3 Russian research e-infrastructure: current stage Based e.g. on the Socionet system, a current Russian research e-infrastructure provides a complex of tools: –Institutional Repositories and other services for electronic depositing of research results (Russia is 14th at ROAR in 2008) –Professional social networks for linking relative information objects –Online scientometrics as statistical base for research results assessing

4 Current Challenge of RAS: improving of research assessment The important question for research efficiency increasing: –how Russian research e-infrastructure should be developed to provide a set of quantitative and qualitative indicators which will allow more complex and accurate research results assessment

5 Current requests to CRIS and Russian research e-infrastructure Improving of research results utilization by using of advanced model of electronic citation Improving of professional impact visualization (result/article/researcher/ institution on a Science) Improving of electronic fixation model for a research result

6 Electronic Citation How the rules/model of scientific citation should be changed (within the procedure of research result/article’s electronic depositing) to obtain as full and as exact data on using research results as possible? Currently we are developing inside this two concepts: 1)smart electronic citation, and 2)quality attributes of a citation

7 Smart Electronic Citation Response on emerging of a “live document” or “liquid publication”* phenomena It is a system of monitoring citation links and reporting researchers about its violation: –if an author is changing his/her article that cited in other articles, the system informs the author about possible violation of existed citation links in the process of his/her changes; –the system also informs authors of the articles with citations if cited article was changed, so that they could make decisions about correcting corresponding citation links; –the system informs readers of electronic articles that certain citations in them might be violated. * Fabio Casati, Fausto Giunchiglia, Maurizio Marchese. “Liquid Publications: Scientific Publications meet the Web”

8 Quality attributes of electronic citation Making a citation an author should select one or many of quality attributes (draft) to specify how he use the cited research result: «grounds for receiving my results», which means direct scientific use of cited result by the author; «proof of cited result», i.e. the result of the author proves the cited one; «cited result proves result, obtained by the author previously», i.e. the author states his/her priority with regard to independently obtained cited result; «similar or related result», meaning that the author in a certain sense repeated the cited result; «illustration of my conclusions», implying certain logical link between the result of the author and the cited one; «object for criticism», means that the author doubts the cited result.

9 Electronic citation output: new data for research assessment who and how uses certain research results as the basis for own scientific argument; these cases mean direct utilization of results and increase indicator of its using; which results prove or are proved by other results, which should enhance the indicator of the proved results’ credibility; which results repeat the existing ones, which should increase the degree of both results credibility; which results use as general illustrations than means a case of weak usage of results; who criticizes which results

10 Electronic visualization of professional impact Scientists create specific links from their personal profiles to certain articles, which inform a community about scientists’ individual opinions about the impact of the article on a Science They are using a set of qualitative characteristics to specify the impact

12 Electronic fixation of research results New tools for electronic citation and visualization of professional impacts push us to a question: –how the procedure of electronic fixation of research results should be constructed within CRIS and as a part of e-infrastructure to allow obtaining maximally full and precise data on the utilization of the research results? How the existed institution of scientific publishing should be modernized on a base of a new CRIS approaches to electronic fixation of research results?
