4 BACKGROUND Vocational rehabilitation: public service, it covers a network of 14 providers, under the Vocational Rehabilitation and Employment of Disabled Persons Act PwD have a right to vocational rehabilitation Convention on the Rights of PwD was ratified in 2008

5 Standardisation of services was made in 2006.
BACKGROUND Standardisation of services was made in 2006. Employment rehabilitation is provided through 14 services. Every provider works with employers - has network of employers, where they can train PwD, do work-trials, etc. - Motivating for active role - Vocational assessment - Psychosocial rehabilitation - Vocational guidance - Social skills development - Job finding - Work place analysis and accommodation - Training - Counselling in training and education - On the work professional support - Evaluation of the process - Assessment of work

6 OBJECTIVE & METHOD Based on the recommendations of Court of Audit of the RS (Revision Report about Employment of PwD, 2011) we prepared multi-annual evaluation of the effects of VR on PwD for time period of The study is based on the data from database of Employment Service of Slovenia (possible limitation) „Experimental“ group of PwD in VR was compared to „control“ groups of: all unemployed people, all unemployed PwD and unemployable PwD

7 RESULTS: ESTIMATED COSTS
Vocational rehabilitation in Slovenia Resources Persons with disabilities included from to ,72 € Total : 5.321 Included: rehabilitee's incomes, providers costs and rehabilitation committees costs 4.077,42 € – estimated average cost per case of vocational rehabilitation (including assessment and training) Comparing: costs to EUROFOUND (2012): costs for unemployment of youth in Slovenia 2008: € (0.92 % GDP if calculated also institution costs), in € (1,31 % GDP); comparing to EU states from – €. Not only benefits but also lost incomes, taxes, subventions, etc.

10 CONCLUSION Despite the economic crisis a relatively high percentage of PwD in VR with positive employment outcome. Investments in VR do pay off. Problem of inclusion (based on experiences from counsellors - Employment Service of Slovenia), i.e., people who stop right before rehabilitation commission – reason: they are not even capable of being included in the assessment process (many times people with history of being treated in a psychiatric hospital) – should they be perhaps included in some other type of professional support (e.g., Activation of inactive)?
