2 MIWP 5 – Scope and main objectives
Development of a commonly agreed (common rules to build) European validator for INSPIRE metadata (for data sets, network and spatial data services), network services (incl. testing of quality of service criteria) and data sets. The validation and conformity testing will be based mainly on the technical solutions proposed in the TGs. The main goal of conformity testing should be the interoperability of applications and services (and the data or metadata they provide).

3 MIWP 5 – Scope and main objectives
First level: Metadata, services and data sets can be compliant with the Implementing Rules (IRs) Second level: To be conformant with the Technical Guidelines (TGs). (TGs are the recommended, technical implementation of the requirements included in the IRs and recommendations). Transparency of the validation rules is very important. The user needs to know what is validated and how it is validated. The validation tool should allow member states or regions to add specific (sub-)national validation rules.
