Rapid changes in information and communications technology
Internationalization of programs processes, constituencies and activities of HEIs
freer flow of students and workers within and across regional economies
increase of international linkages
regional integration – ASEAN
The advent of the 1990’s ushered in an economic phenomenon termed as globalization ( definition)
The onset of this phenomenon was accelerated by rapid technological change and cheap quick access to information via the internet
Giving rise also to what we call as regional economies and the shift from the west to the east
21st century shown the rise of the knowledge economy with the extensive, fast and accessible transfers of knowledge not limited by time nor distance
Across businesses, economies, countries and regions. With thi,s the demand for skilled professionals that can process and access these information rose exponentially. HEIs were tasked to produce these skilled professionals possessing inter-cultural skills, ability to work in a diverse multi-cultural setting
Thus internationalization is the process by which these HEIs adapt to the changes brought about by 21st century and face to the challenges of developing skilled, multicultural workforce - undertaken by increased intl linkages and responding to the regional integration of ASEAN.

Mechanisms for a multicultural environment
Availability of HALAL food and prayer room
Promotion of peace and order among individuals with cultural differences

2. Requirements to Maintain status as AIMS Participation Institutions:
a. Active participation in the program
b. The HEI must be fully compliant to all Policies
and Guidelines applicable to all institutions.
3. New procedure for the Issuance of AIMS Special Non- Immigrant Visa under Section 47(a)(2) for Inbound Students – resulted from the inter-agency efforts among the CHED, Department of Foreign Affairs, Department of Justice - Bureau of Immigration to liberalize visa requirements in response to internationalization policy

13. CHALLENGES AND SOLUTIONS TOWARDS NATIONAL IMPLEMENTATION
Insufficient provisions for multi-religious practices (Islam, Buddhism, etc.) : developing multi-cultural spaces
Difficulty in processing student visa both inbound and outbound
A provision of multi-faith prayer or contemplation room.
Where rooms are unavailable, space could be made in a corner of a room to place a prayer mat at prayer times.
Convene inter-agency meeting towards students visa liberalization and decentralization on the basis of reciprocity
Here are some of the challenges experienced by the 12 participating HEIs and proposed solutions:

14. CHALLENGES AND SOLUTIONS TOWARDS NATIONAL IMPLEMENTATION
Shifting of academic calendar
Difficulty in communicating with host university due to changes in university officials and IROs
Develop a regional and global university to maximize the opportunities offered by ASEAN integration and global educational partnerships; gradual calendar shift
Secure long term commitments from the university officials on the retention of designated and trained IROs. Immediate notification about changes in designated IROs.

15. RECOMMENDATION
Continue to coordinate with concerned government agencies that are involved in visa matters for the smooth implementation of the AIMS program;
Harmonize AIMS program with UMAP and other current Student Mobility programs in ASEAN
Sharing the best practices among AIMS member-countries on the capacity building and longer retention of IRO services

16. 5-Year PLAN OF PHILIPPINE AIMS 2018-2023
Expand AIMS Participating HEIs
Liberalization and decentralization within the framework of reciprocity
Encourage participating HEIs to expand to other programs especially in marine science, biodiversity and environmental management
Fully institutionalize the AIMS implementation by incorporating the total financial requirements in the annual General Appropriations Act.
