EXPERINECE SHARING ON DIGITAL VIDEO DOCUMENTATION AND SCREENING NORTH EASTERN REGION COMMUNITY RESOURCE MANAGEMENT PROJECT FOR UPLAND AREAS [NERCORMP], INDIA V.T. Darlong Mary Hmar Thingreiphi Loli Pfoze ENRAP’S DVD WORKSHOP, GANDHINAGAR, GUJARAT, MARCH 14-16, 2007

2 NERCORMP-IFAD 860 Villages 39,203 HHs Initiated : Feb 1999 3 States
6 Districts Initiated : Feb 1999 MTR: May 2002 IFAD IE: May 2005 Ending: Mar 2008 Closes: Sep 2008

3 1. USING VIDEO IN PROJECT Formation of Video Documentation Team at the District. Identifying key activities and achievements for video documentation. Procurement of Digital Camera (thanks to ENRAP); hands-on-training. Video documentation (filming, scripting, editing, etc.); produced 5 videos directly through the ENRAP training and 4 through other sources. Screened for DST, partner NGOs, community training, Board Members, Project Annual Workshop, and Doordarshan’s NETV. Exchange of Videos/CDs between District Project Teams resulted in knowledge sharing, exchange, networking and improved implementation of project activities.

4 2. IMPACT OF VIDEO A. AT COMMUNITY LEVEL
Visuals speak louder than written documents and lectures. Powerful tool for learning: Replications of success stories shown through video documentation taking place (eg. Community Riverine Fish Pool Reserves of Garo Hills being replicated in Karbi Anglong; Associations/Federations Vehicles being replicated in all project districts). Need wider outreach; limited outreach due to physical constraints (no electricity, etc.).

5 Impact of video ……cont B. PROJECT TEAM & PARTNERS
Facilitate in cohesive team building and enhancing team spirit & inspiration. Inter-sectoral learning and balancing the focus of ‘project activities’ leading to re-alignment of project strategies across the sectors. Project partner NGOs, Govt Line Depts, etc. learn and unlearn on their contributions towards project success (and also failures).

6 Impact of Video…..contd C. OUTSIDE / BEYOND THE PROJECT Shared the Video Documents with various Central & State Govt. Depts/agencies [eg. Planning Commission, DoNER, World Bank, NEPED, etc.] and Govt Training Institutes [eg. NIRD & SIRD]. Further enquiry from these agencies for better understanding of development models of the project, delivery system, etc. [Project visited by Planning Commission, DoNER, World Bank, etc.] In Meghalaya, the NREGS implementation is in many ways modeled after NERCORMP-IFAD project (eg. formation of CBOs for planning, implementation and monitoring).

7 Impact of the Videos………… contd.
Video clipping of Project on Passion fruit in local TV channel at Imphal (Manipur) has boosted the demand and sale of Passion fruits (from normal Rs. 10 / kg to as much as Rs /kg); marketing strategy and conveyed message of healthy food habits among the public.

8 3. PROBLEMS & CHALLENGES ENCOUNTERED
Challenges of working with minimum video documentation tools and equipments / constraints of not having digital camera & high end computer. Lack of adequate trained hands / man-power / skills and knowledge of video documentation. Time constraint as the team members are assigned with very many other tasks. No back-up services in district HQ for video editing, etc. (nearest being Imphal / Guwahati) but high charges. Challenges of not having basic minimum requirements of electricity on regular basis. Sheer physical challenges of the Project Villages (poor road connectivity, harsh monsoon, etc.) for timely outreach for documentation. Limited budget/finance to build-up any tools and equipments at this stage.

9 4. MAXIMISING USE OF VIDEO & FUTURE PLAN
Underlying Principles: Promote access to information in order to give meaning to participatory principles of the project. Create awareness to act upon the underlying issues of sustainable NRM & livelihoods; to popularize concept and strategies for change. Assist in process of attitudinal change at the community level (all stakeholders). Facilitate technology transfer, training, dialogue, interaction, etc. between and among stakeholders (different communities, support agencies & project team) with ultimate aim of being responsive to needs of communities.

10 FUTURE PLAN Video documentation as part of “Process Documentation” of Project Learning Experiences in generating new knowledge. Focus on Thematic video documentation. Successful individuals/groups: households, lead farmers, entrepreneurs, women leaders, SHGs, etc. ; also Grassroots Cadres of GRAS, LIVE, KINGFISHER, SEBA, etc. who made a difference / are agents of change. Integrating with DoNER funded Project for GRAS, LIVE, KINGFISHER & SEBA for minimum infrastructure support. Capturing and creating development models for upland areas of Northeast India.

11 THANK YOU
