For a small, but rather advanced country as Finland all these are crucial for the well-being of the society and for the economic growth. Talented and skilled people are the core of the society. This is why also today’s dialogue between two esteemed professors is more topical than before.

2030 Education Outlook The whole population’s knowledge capital will have grown. Higher education available for everyone. At least 50% of young adults (25 to 34-year olds) will have completed a HE degree. Flexible and personalised study paths and degrees will enable lifelong learning in different life situations. Digitalisation and openness will renew teaching, learning, research and innovation activities as well as HEIs and will open up new channels for effectiveness. The world’s best learning and study environments. A student-oriented approach will have been adopted in developing education.

2030 Research Outlook Robust research and development investments. Public and private investment in R&D activities will have been raised to 4% of GDP. International collaborative efforts by higher education institutions in frontrunner networks will bring greater quality to the institutions and boost Finland’s attractiveness. Internationally attractive research and innovation centres that bring together different actors will have been created in Finland. Ideas will have turned into products and services.

Road map To help implement the vision, a road map and development programmes in support of it will be drawn up. The road map will be prepared in cooperation with the higher education institutions and other stakeholders. Implementation discussions with Higher Education Institutions and Research Agencies started in the joint management seminar on 28 – 29 November 2017.

Research and Innovation Council
advises the Government and Ministries in matters concerning research, technology, innovation and their utilisation and evaluation. responsible for the strategic development and coordination of Finnish science and technology policy as well as of the national innovation system as a whole. chaired by the Prime Minister, with the Minister of Education and the Minister of Economic Affairs as Vice-Chairs.
