We had an assembly where men voted and new laws were proposed. Powerful speakers sometimes persuaded ordinary citizens to vote unwisely. Sometime the assembly reversed decisions not long after they were made. Decisions could take longer.

15 Summary In this unit, you learned how the city-states of ancient Greece developed four very different forms of government. Early monarchies gave way to oligarchies, because they did not share power with the aristocrats. Oligarchies were then replaced by tyrannies because the oligarchs ignored the poor, and only cared about the rich. But Tyrannies were unlawful, and tyrants could be too harsh. They also neglected the aristocrats. So the people decided it was time to rule themselves. DEMOCRACY.
