This month’s safety topic is emergency evacuation. UCOP September 2008 Safety Meeting 415 – 20th Street Emergency Building Evacuation

2 Building Evacuation Floor Wardens
Move Occupants to Closest Stairwell Search Floors (Bathrooms, Storage Rooms, Closets) Elevators – Recall (Go Down to the First Floor) In the event of an emergency building evacuation, the alarm will sound informing the building occupants to evacuate the building. At 415 – 20th Street there is no PA system, so when the alarm sounds everyone must evacuate the building It is the job of the building floor wardens to direct the occupants to the nearest emergency exit stairwells to begin evacuation. The floor wardens will also begin to search the floor, the bathrooms, offices, storage rooms, closets, and meeting rooms to find people and notify them to begin the emergency evacuation. Their search will also serve to verify full personnel evacuation. Building Occupants Take Valuables with You (Purse, Keys, Brief Case, etc.) May Not Re-Enter Building the Rest of the Day Only Items You Can Easily Carry Down the Stairs Participation of All Occupants is Important Meeting Hosts – Have Visitors Participate Stay to the Left Going Down Stairs Prevent Persons From Getting Hit By the Doors Minimize Conversations to Allow Floor Wardens to Direct Occupants What should building occupants do during an evacuation? Once you have been notified to evacuate, take all your valuables with you – Purse, car keys, brief case, etc. It is entirely possible you may not be able to re-enter the building for the rest of the day following the evacuation. You should only carry items which you can easily carry down the stairs. If you attempt to carry large items, you may slow down the timely evacuation of the building. It is very important for all building occupants and visitors to participate in the evacuations. If it is a drill, participation is important to train and assess UCOP’s readiness for an evacuation. If you are hosting a meeting, please have your meeting attendees participate. Please follow your floor warden’s instructions and proceed to the nearest emergency exit stairwell. When you go down the stairwell, you should stay on the left side of the stairs when you go down to avoid being hit by the doors on the lower floors and allow easy merger of persons entering the stairway from the lower floors. 7 Area of Refuge or “Safe Zone”
For Mobility Impaired Persons Need Assistance in Evacuating Dedicated “Safe Zone” South Stairwell (Closest to the OSF Parking Lot) Small Area Past Stairwell Door, Before Set of Stairs Floor Wardens Will Notify OSF Building Manager of Persons in Safe Zone in Need of Assistance Part of the emergency evacuation procedure for 415 – 20th Street addresses people who need assistance evacuating. Those persons should go to the area of refuge, or “Safe Zone”, which is located in the South Stairwell (Closest to the OSF parking lot). It is located past the stairwell door. It is the small area just before the set of stairs leading down. The floor warden will notify the OSF Building Manager of persons who are in the “Safe Zone” who need assistance in evacuation. 8 Building Relocation Site
Gather in OSF Parking Lot Grouped By Floor Floor Warden Verify All Persons on Their Floor Have Evacuated or Are in the Safe Zone Report to OSF Building Manager Trouble Situation on Their Floor; or “All Clear” Signal When we evacuate the building we are to meet at the designated assembly area, the OSF Parking Lot. Group by floors. The floor wardens will verify all persons on their floor have evacuated or are in the Safe Zone and will report to the OSF building Manager of any trouble situations on their floors, or will report an “All Clear” situation if everything is OK. 9 Building Relocation Site (Continued)
In Event of a Power Failure Will Manually Open Electric Parking Lot Gate If Gate Damage – Guard Will Open Side Entry Gate In the event of a power failure the electric parking lot gate will be manually opened. If the gate is damaged the OSF Guards will open and secure the side entry gate to the OSF parking lot. UCOP September 2008 Safety Meeting 415 – 20th Street Emergency Building Evacuation

10 Building Re-Entry Only Authorized Personnel Will Approve Re-Entry into the OSF Building If Re-Entry is Denied to OSF: Staff Will Be Required to Stay in OSF Parking Lot Must Remain Until Oakland Emergency Services (Police or Fire) Give Approval to Exit the Grounds Only authorized personnel can approve re-entry into the OSF building. If re-entry is denied, all UCOP staff must stay in the OSF parking lot until it is deemed OK by the Oakland Emergency Services (Police or Fire) to exit the grounds. 11 Emergency Evacuation Planning
Know the Way Out from Your Work Area Primary Exit & Secondary Exit Know Location of Nearest: Manual Fire Alarm Station Fire Extinguisher Use if Trained & It is Safe to Use Know the Location of the Designated Relocation Site for Your Floor In planning for an emergency evacuation, there are three main points to remember: Know where the nearest emergency exit is from your work area. Know the location of the primary exit and the secondary exit in the event the primary exit is not accessible. Know where the location nearest of the manual fire alarm station and fire extinguisher. In the event of a small fire, use the fire extinguisher only if you are trained in the use, and it is safe to do so (e.g., the fire does not block your exit; it does not generate smoke; and it is a small fire—the flames have not spread). 13 Home Emergency Evacuation Planning
Prepare Home Emergency Evacuation Plan Family Knows & Practices Emergency Escape Routes from Every Room in Your Home Escape First, Then Notify 911 Train Family Members to: Stop, Drop, & Roll If Clothes Catch Fire Never Re-Enter a Burning Building Designate Family Meeting Place Away from Home In closing…we should take the emergency evacuation theme and apply it to our home life. With help from members of the family, prepare a home emergency evacuation plan. Below is a Red Cross link which gives examples of family emergency evacuation plans. Make the plan, complete the checklist, and practice the plan. Make sure every family member knows the emergency escape routes from every room of the house and practice emergency escapes. Escape first, then notify 911. Make sure every member of the family is trained to stop, drop, and roll. And everyone is instructed to never re-enter a burning building. Make sure all members of the family meet at the designated meeting place after the evacuation. The meeting place should be located away from the home.
