Logistics and Ground Rules
Training facility information (breaks, lunch etc.) Cell phones / Blackberrys on silent mode No s during training Participate in group exercises Respect time frames Identify that they are responsible for their own lunch and where they could have lunch (if they are not from the area) to keep within the 1 hour lunch timeframe. Note that you will start your course on the scheduled time, regardless if all participants are present or not and that you will not backtrack when they do arrive. Ensure all electronic devises are put on silent mode Let them know that they have lunchtime or break to check their s and to return phone calls

Terms and Concepts Absence Type CAT2 Easeback Injury on Duty (NSTU)
WCB Leave (non-NSTU) Absence Type Absences are times when employees are not at work. Employees are absent if their planned working time, as stipulated in their work schedules, is not fully worked. The Absence Infotype is where some Absence Types are recorded for an employee such as Leaves, e.g is the absence type WCB-Advance 75% Top Up 10%. CAT2 Cross Application Time Sheet (CATS) is a computerized tool used to perform the entry of time attendance and absence data. CAT2 is the transaction code used to access the Time Sheet. Easeback Easeback is the process of “easing” employees back to work (not their normal full time work schedule) from respective Leaves of Absence under Workers’ Compensation, Injury on Duty, Long Term Disability, Weekly Indemnity AVRSB or Sick Leave. Injury on Duty (NSTU) Injury on Duty results if a teacher has an accident while performing his/her duties, which must be approved by the School Board or its representative. The teacher, on application to the School Board, shall be placed on leave with full salary until the teacher is medically certified able to continue teaching. WCB Leave (non-NSTU) If an employee is injured at work and must miss work due to the accident, the employee is placed on a leave of absence with a reason of “Work Accident – paid (WCB)”.

Leave of Absence – WCB or Injury on Duty
If an employee is injured at work and must be absent due to an Injury, the employee is placed on a Leave of Absence using the first day of the injury as the start date. The Reason code used : Work Accident Paid, or Work Accident Unpaid.

Return from Leave of Absence – WCB or Injury on Duty
If an employee is ready to return from Leave of Absence they can: Return from Leave of Absence Easeback – Partial Return Easeback is the process of “easing” employees back to work (not their normal full time work schedule) from respective Leaves of Absence under Workers’ Compensation, Injury on Duty, Long Term Disability, Weekly Indemnity AVRSB or Sick Leave. Partial Easeback is where an employee may come back to their normal work schedule on a parttime basis. They will be paid for the hours they work by the school board and the remaining hours are paid by the same manner as they where when the employee was on the leave fulltime. For example, if the employee was on the Leave because of WCB injury then WCB would pay the hours not worked by the employee. End of Easeback is the process of either returning to work fulltime or go back on the leave fulltime.

Leave of Absence - Quotas
The employee’s quota should be monitored before and after processing the action to ensure that board policies or collective agreements have been followed.

Awaiting WCB Approval…
Depending on your current business process: Employee is placed on WCB immediately, if the employee does not qualify, the LOA Action for WCB must be deleted. Time must be entered in CATS retroactively using the employees sick leave (if available) or unpaid leave. OR… Employee is placed on sick leave while awaiting WCB approval. If the employee qualifies, then the employee’s sick leave must be removed from CATS and he/she must be placed on WCB retroactively.

WCB Leave The LOA – Active action is used to process WCB Leave (PA40)
The effective date for the action is the first day of the injury Reason for leave will either be Work Accident Paid or Work Accident Unpaid.

WCB Leave – Absence The Absence Type(s) used to create the WCB leave are a combination of the following: The following information is required when running this action: Case number Description of the accident The date the accident was reported The date of illness (absence) You can speak to IT0014, WT9229 Switch Claims On, but it currently is only being utilized by the Cape Breton school board. When creating the absence on the employee, Create Recurring Payments/Deductions (IT0014), Switch Claims On (WT9229), will default on the leave of absence being created. This provides the option of whether or not to continue unpaid absence days at the regular rate or the smooth rate for the smooth employee. To valuate the unpaid days at the regular/actual daily rate, enter 2 in the Number/Unit field To valuate the unpaid days at the smooth rate, skip this infotype.

WCB Leave – Additional Absence Data
1st day of accident For the From and To dates in the absence types, these are not created automatically through the system, they must be entered manually 1st day of accident – WCB-First Day Accident will be the day the employee was injured, this will be a paid day 2nd and 3rd days of injury (waiting period) – will be either paid through CAT2 (if employee is entitled to use sick quota) 0255 would not be created. If the ee is unpaid for these two days create 0255 – WCB-Next two days Acc 4th day of injury - will be the start of the WCB Advance and/or Top Up (if applicable to your board). The end date on this absence will be as this will be delimited when the employee returns. Once you have setup the absence types you can verify these absences through PA30, IT2001 Absences 2nd and 3rd day of accident (if applicable) 4th day of accident, until employee returns

WCB Top Up Adjustment (if applicable)
There may be a difference in payment between what the employee receives from the Board and what WCB pays to the Board. If this is the case, a WCB top up adjustment will have to be created through a recurring payment (IT0014)

Injury on Duty Leave To avoid collisions in time, you must first remove any entries that were made in CAT2 for the absence prior to approval When a teacher is approved for Injury on Duty create a LOA Action, Work Accident – Paid A teacher will always receive full pay during Injury on Duty Such leave shall not exceed two years from date of the injury The statements noted below came directly from the NSTU Agreement. Such leave shall not exceed two years from date of the injury. If the teacher is still unable to resume the teaching duties which had been assigned the teacher shall be entitled to use the teacher’s sick leave. Should an injured teacher return to work within the two year timeframe, the unused portion of this leave will be credited to the teacher to be used by the teacher in case of any disability resulting from the original injury. The specific guidelines surrounding this will be as per the board policies and local agreements.

Injury on Duty Leave – Additional Absence Data

WCB / Injury on Duty - Returning from Leave
When an employee is ready to return from a leave of absence due to a work accident the Return From Leave Action is processed (PA40) The effective start date of the action is the first day the employee returns to work The absence will be delimited from the original end date for the absence (9999/12/31) – it will delimit as of the employee’s return date When the WCB LOA action is processed the absence type has an end date of 9999/12/31, when the employee returns from the leave, the effective start date of the return action (i.e. 2006/10/05) replaces the former end date of 9999/12/31 and delimits the absence on that effective date (2006/10/05).

WCB / Injury on Duty – Easeback Partial Return
If the employee returns to work on a limited basis, process an Easeback Partial Return Action The original absence(s) will be delimited as of the day before the employee returns to work. According to the proposed easeback agreement, absence hours/days must be entered in CAT2 using the original absence type Easeback – Partial Return - Very Important: When an employee is back to work on Easeback – Partial Return, the absence IT2001 is delimited; therefore, an absence type must be put against the employee in CAT2 for the number of hours absent. The same absence code that was used for the action will be used for the absence code when entering the absence in CAT2. The personnel actions will reflect the reasons for Easeback – Partial Return, as stated above on the personnel action reasons. On a working day the remaining hours not captured by the absence type will be used to track the employees time at work. For example, an employee on Easeback – Partial Return is deemed to be working a full day unless the absence type is keyed in CAT2, so an employee working 3 hours of a 5 hour day would have an absence type keyed for 2 hours.

End of Easeback action is used when an employee ceases their easeback agreement and returns to a full time leave The reasons for End of Easeback are: Work Accident Paid Work Accident Unpaid Return from Leave of Absence - If the employee will be returning to their permanent schedule, return from Leave of Absence will be used with a start date of the first day the employee returns to work. Easeback – Partial Return - Very Important: When an employee is back to work on Easeback - Partial Return, the absence IT2001 is delimited; therefore, an absence type must be put against the employee in CAT2 for the number of hours absent. The same absence code that was used for the action will be used for the absence code when entering the absence in CAT2.
