4
Infrastructure for Spatial Information in Europe
The INSPIRE directive came into force on 15 May 2007 and will be fully implemented in 2019. This will enable the sharing of environmental spatial information among public sector organizations and better facilitate public access to spatial information across Europe. A European Spatial Data Infrastructure will assist in policy-making across boundaries.

Why NSDI for Republic of Kosovo?
From Data to Information A large variety of formats exist, Many geographical gaps still remain, Reference systems are not harmonized, Many data sources are not consistent, Scales are not compatible, All data are not interoperable, Costs and access restrictions The Republic of Kosovo is to become a member of the European Union (EU). Harmonized NSDI with INSPIRE Directive 2007/2 is obligatory for EU-member states, while it is a condition for countries aspirant for EU membership. Removing obstacles in data sharing between public authorities is the key issue Bottom-up, open and transparent development of Implementing rules through stakeholder participation
