3 Special election of vice chair
A special election for the position of a Vice Chairman of RAN WG4 was held during RAN4#56 in August. Dr. Dawei Zhang (China Mobile Com. Corporation / CCSA) was elected as a new vice chair of RAN4. We thank for Dr. Christian Bergljung (Telefon AB LM Ericsson / ETSI) for his every endovor as a vice chair of RAN4.

4 Working agreement on UMTS800 Eu
The working agreement in RAN#48: CR0530r1 to TS "E-UTRA; User Equipment (UE) radio transmission and reception" v9.3.0 in RP Modification in table for the case E-UTRA Band 20 for the 10MHz channel bandwidth was the point. No voting would be necessary in RAN#49 since the interested parties had intensive discussions during the week of RAN4#56 in Madrid and agreed the way forward. Side information: CR617r1 to TS (in R ) agreed in RAN4 as a separate category F CR, which further clarifies the receiver requirement.

6 Adhoc # in June 377 tdocs for limited subjects were submitted and handled. Tdocs agreed at the adhoc were reviewed in R4#56 and most of them were ratified (2 tdocs were replaced by revisited/updated version). Topics handled in the adhoc: Maintenance of closed WIs DC-HSDPA, DC-HSUPA, Conformance tests for Multi-Standard Radio (MSR), CSG reselection requirements, Enhanced Dual-Layer transmission for LTE Rel-10 WIs Carrier aggregation (IMT-A), Relay (IMT-A), 4 carrier HSDPA, UL-MIMO for LTE, Enhanced ICIC for non-CA in het-net for LTE , Fixed Wireless CPE, Two-antenna LCR TDD Type 1&2 UE Rx, UE OTA testing - LME Free Space test, MSR BS RF requirements for non-contiguous spectrum deployments, MIMO Testing in HSDPA New frequency bands / maintenance of existing bands (rel. independent) UMTS/LTE3500, L-Band LTE for ATC of MSS in North America, 2 GHz band LTE for ATC of MSS in North America, LTE TDD in 2600MHz for USA, Expanded 1900 MHz Band for UTRA and LTE, Band 20 maintenance, Band 12 maintenance Study Items Extending 850 MHz, Signaling and procedure for in-device coexistence interference avoidance

7 R4#56 in August Still higher work load in general. 714 tdocs were submitted. Decreasing gradually due to the adhoc discussions. Still higher work load is observed in several areas: Maintenance of the earlier releases etc. WIs/Sis which is planned to be completed by December were prioritized. Performance works in general were de-prioritized as the consequence. Sessions started from early morning (eg. from 8 am) and lasted till late evening. Some of the tdocs were covered only in the ad-hocs and some of the ad-hoc sessions were run in parallel. 73 tdocs were not handled and carried over to future meetings. As a whole, ad hoc in June and R4#56 have handled almost 1100 tdocs. Thanks for those participated from early morning to late evening sessions.

- 73 tdocs out of 714 were ‘Not handled’. (Missing rate = 10.22%) - Simple linear interpolation tells us “RAN4 would need extra 2.1 days to cover all of its potential subjects’. (The meeting could be completed Monday morning next week).

Meeting arrangement plan: R4 AH in October: Limited technical discussions on Rel-10 WIs (eg. Core part of LTE-Advanced etc.) Possible parallel sessions R4#57 in November To review and ratify agreement in January AH. Possible parallel adhoc sessions Parallel Ordinary sessions (as a trial): Sessions to be chaired by the R4 officials. The parallel sessions would provide extra two or three meeting dates effectively. 21 New Frequency bands UMTS/LTE 3500
UMTS/LTE 3500 Work Item TR v0.8.0 was approved capturing all the agreed TPs in the adhoc in Bratislava in June. L-Band LTE for ATC of MSS in North America Work plans and TPs on BS requirements etc were approved. TR36.8xx (V0.3.1) capturing approved TPs approved (Tdoc 3462) 2 GHz band LTE for ATC of MSS in North America TPs for UE/BS requirements were approved. TR36.8xx (V0.3.0) approved (Tdoc 3427) LTE TDD in 2600MHz for USA All the necessary requirements have been agreed as TPs for the TR. CRs for RF requirements, RRM as well as EMCs have been agreed. The work item is completed. (3 months earlier than originally planned.) Extended 1900MHz Skeleton TR agreed in Bratislava Adhoc is formally approved (tdoc. 2765)

Carrier Aggregation for LTE Good progress but would need further effort to finalize the work in time. Co-existence studies: Simulation outcomes based on #4 scenario captured in a Draft-CR in tdoc. 3304) and agreed. UE categories agreed as in R A number of contributions for Activation/Deactivation of CC and response LS to RAN2 agreed (R ). A way forward agreed as in R UE RF requirements (TX-RX frequency separation, CA operating bands, CA Classes, Channel raster, minimum and OFF Tx power) agreed. UE TR TR v0.1.0 approved. Relays for LTE In R4#56, most of the technical discussion took place in an adhoc session. (See adhoc report in tdoc. 3440) Scenario description, propagation models and MCL, ACIR model, throughput performance model and simulation cases agreed. TP on relay synchronization requirements approved.

Performance Requirements for two-antenna 1.28Mcps TDD Type 1 and Type 2 UE receiver Simulation results of DCH, HS-DSCH and control channels for the type1 UE receiver were reviewed. Agreement to be reached in the Adhoc: - Brief review and formal ratification on the agreements will take place at the following ordinary meeting, i.e. R4#57. LS handling: - All of the incoming LSs that are associated to the agenda (topics) will be handled in the corresponding sessions. - If necessary and appropriate, the ad-hoc sessions will create and approve outgoing LSs WITHOUT approval process. Urgent topic(s) "Spurious emission band UE co-existence requirements” in TS (Rel-8) for Band 7 would need update in order to be incorporated into European harmonized standards. Experts and interested parties are encouraged to participate the adhoc.
